Duties

As a Senior Export Compliance Specialist, you will perform the following duties:

  • Provides support and leadership in planning, coordinating and executing comprehensive reviews of foreign parties to licensed and unlicensed transactions involving items subject to Export Administration Regulation (EAR).
  • Monitors and evaluates entities and technologies involved in export transactions and all-source intelligence
  • Performs research and analysis to ensure export transactions are compliant with the EAR, the Chemical Weapons Convention, and related laws and regulations.
  • Provides timely and objective assessments to agencies responsible for approving licensing decisions on critical U.S. produced dual-use items; produces reports, briefings and communication the Bureau's the Bureau's intelligence agencies including communicating with senior leaders and others.

  • Security Clearance: You will be required to obtain and maintain a Top Secret/SCI security clearance. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Specialized Experience Requirement: To qualify at the GS-14 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service performing the following:

  • Serving as an expert in U.S export control regulations to perform investigations, monitoring, evaluating or compliance work.
  • Performing research to analyze and interpret licensing data.
  • Composing a variety of reports to present export control issues to senior officials.
  • Cooperating with interagency on export control and enforcement efforts.

The specialized experience can be met from Federal or Non-Federal work experience. Additional information

In order to be considered for this position you must be a current Department of Commerce Employee in the competitive service on career or career-conditional appointment OR you must be eligible under Career Transition Assistance Plan (CTAP).

CTAP Eligibles: CTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 (out of 100).

CTAP applicants MUST submit the following documents:

  1. A copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

As indicated in the "Requirements" section, above, you will be evaluated through the following multi-hurdle processes:

(1) Minimum Qualifications Review (MQR) - This initial review determines whether you are a current Department of Commerce employee who meets the time-in-grade requirement of 52-weeks at the next lower grade to the advertised position.

(2) Structured Interview (SI) - Applicants who are found to be eligible after the MQR will be forwarded to a panel of Subject Matter Experts (SMEs) who will schedule a Structured Interview. This hurdle assesses applicant responses to questions that align to the following core job competencies:

  • Leadership
  • Compliance
  • Research and Analysis
  • Communication
  • Export Control Coordination
(3) Structured Resume Review (SRR) - During this process, Applicants who are found Best Qualified (as a result of the structured interview) will be referred to the SME for a resume review to determine technical qualifications based on the required specialized experience. The SME panel will determine the extent to which the professional and/or volunteer experience, education and training, and awards or professional recognition indicates possession of the required experience. SMES will not review additional review information beyond the two-page resume, e.g. cover letters or any other supporting documentation.

After all of the multi-hurdle reviews are complete, the applicants will be certified and referred to the Hiring Official on a Referral List. There may be an additional (final) interview offered, at the discretion of the Hiring Office.
