Summary

Duties

Develops and implements IT strategies aligned with organizational goals, ensuring effective execution across specialized IT domains. Leads diverse IT teams, fostering professional growth, collaboration, and excellence in specialized areas such as UX, product development, software development, business partners, quality assurance, COTS development and vendor management. Champions the evaluation and adoption of emerging technologies and best practices to drive innovation and improve service delivery and product development. Builds and maintains strong relationships with business partners, customers, and vendors, ensuring IT strategies and projects align with stakeholder needs and expectations. Oversees the operational aspects of the IT department, ensuring efficient resource allocation, process optimization, and delivery of high-quality IT services and products. Manages budgeting, financial forecasting, and resource allocation to ensure projects are delivered within budget and contribute to the financial objectives of the organization. Qualifications

Required Work Experience

  • At least eight years of experience in systems support, systems development or applications development, with at least 4 years of experience in a leadership role within an IT environment, demonstrating proficiency in managing, supervising, and developing professional and technical teams.

  • Strong leadership skills to guide and develop diverse IT teams, fostering a culture of innovation and continuous improvement.
  • Excellent communication skills for effective collaboration across teams and with stakeholders, ensuring alignment with organizational objectives.
  • Fundamental understanding of project management principles to oversee IT projects from conception to completion.
  • A solid technical foundation in IT principles, with the ability to oversee a variety of IT functions and adapt to new technologies.
  • Ability to contribute to and execute strategic IT plans that support the organization’s goals and adapt to changing business needs.
  • Commitment to staying informed about the latest IT trends and best practices, with a willingness to pursue relevant professional development opportunities.

Desired Qualifications/Additional Information

  • The ideal candidate will have familiarity with legislative processes; be a skillful leader, building partnerships with customers and staff alike; have depth of experience with delivering incremental value to customers; and have software development experience (e.g., .NET, PYTHON, low-code tools). The core legislative customers prefer onsite, face-to-face
    interactions: however, the LS team comprises of staff that are both hybrid and remote. The position is hybrid (at least once a month in DC offices, probably more, based on work priorities).This position may require the incumbent to be available for sudden recall in response to emergency events.
  • The LS team consists of nine full-time staff. They are beginning adoption of agile principles and practices and aligned with the CIO’s goal of adopting agile principals, with the driver being to continuously deliver value to the customer. The Senior Manager will be proficient at supporting staff through this change to meet the goal. The LS Senior IT Manager sets priorities, removes impediments, coordinates with the EAD director and SEI, AS, FS, and QA managers on staffing, and collaborates across the U.S. Senate to meet the needs of their customer, the Secretary of the Senate. The Senior Manager also ensures team cohesion, skills development, and technical competency of staff.
  • Further, the LS Senior IT Manager will 1) support current legislative processes and technologies, including but not limited to Micrsoft languages, the latest web technologies, reporting software, as well as Oracle and SQL Server database platforms and 2) build modern legislative systems solutions (technology stack to be determined) to replace the existing systems that capture and report official legislative information for printed dissemination by GPO and online dissemination through Senate.gov, Congress.gov, and other internal sites, systems, and purposes. To build the new systems, the Senior Manager will assess the program’s scope/goals and collaborate with the team and customer (Secretary of the Senate Clerks and others) to determine system requirements, staffing, define a timeframe for development, a change management framework, and support the team (e.g., remove impediments, provide mentoring and coaching on interpersonal and technical issues, report to upper management on project status). The new systems may require partnering with other EAD staff/teams and/or hiring a contractor to augment staffing needs. The future technology stack of the team will be defined by the manager working with the Legislative Systems team and the CIO’s Enterprise Applications Architect with the goal that the final solution(s) will meet the Senate’s applications development standards, satisfy Constitutional and legislative requirements and be supportable by EAD.

  • Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted. (EO (50188, 50168, 50204, 50169) only).
  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted. (ES, EAD, Cyber, EO, TEC(50189) only)
  • The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays (50190-Finanicial Systems, 50191- Legislative Systems, 50164-Administrative Systems, Cyber, EO only)
  • To meet the needs of the US Senate, the person in this position will be required to work extended hours, outside normal business hours, which includes but may not be limited to holidays and weekends, as necessary.
  • To meet the needs of the US Senate, the person in this position will be required to be on call, or report on-site on a rotation, within 24 hours.

Security Clearance

  • This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education

High School Diploma/ GED.
