Job Description (Please follow all instructions carefully)

Summary

This Senior-level (SL) position, Senior Leader for Statistical Information Product Development and Use, is in the Research and Methodology Directorate located in Suitland, MD. The Senior Leader for Statistical Information Product Development and Use maintains and applies state-of-the-art knowledge of current practice and cutting- edge advances in the development and use of statistical information products and services.

Duties

In addition to the duties listed in the "Job Summary" section, the Senior Leader for Statistical Information Product Development and Use:

  • Carries out extensive outreach, formal and informal listening sessions, coalition building and negotiation, with a wide range of statistical information stakeholders, both internal and external to the Census Bureau and the Department of Commerce.
  • Works with applicable Census Bureau directorates and programs to review current and prospective statistical information products and services; to develop high-priority revisions or expansions of those products or services; and to ensure highly efficient, high-impact dissemination and use of those revisions and expansions.
  • Facilitates collaboration across partner directorates and programs throughout the Census Bureau to ensure that the "Statistical Product First" approach is integrated thoroughly and sustainably into all Census Bureau activity for statistical information development, production, dissemination, and use.
  • Serve as an outstanding representative of the Census Bureau through high-quality presentations, written documents, and multimedia online materials related to the Statistical Products First approach, and also related to the high-impact outcomes of that approach.

If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once permitted to return to the office building, you will be expected to do so within 30 calendar days of receiving notification. At that time, you may be eligible to continue to telework or work remotely two or more days a pay period consistent with the Census Bureau's flexible telework and remote work policies and approval from your supervisor.

Description: Travel required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the Professional/Technical Qualifications. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading teams and/or projects for a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

Education

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

The required Professional/Technical Qualifications for this position are:

  1. Demonstrated knowledge of, and demonstrated extensive experience with, communication, coalition building, and negotiation related to the development, dissemination and use of statistical information products and services from the Census Bureau and other agencies in the federal statistical system.
  2. Demonstrated knowledge of, and demonstrated extensive experience with, a wide range of current and prospective users of, and intermediaries for, Census Bureau statistical information products and services; their general current and prospective needs for statistical information; feasible current and prospective means by which those needs can be addressed; and current and prospective statistical product lines created by the Demographic, Economic and Decennial Directorates, and related support directorates including the Research and Methodology Directorate.
  3. Demonstrated knowledge of, and demonstrated extensive experience in, both using and managing current and prospective suites of technology and methodology required for production, dissemination and use of statistical information products and services from the Census Bureau and other parts of the federal statistical system.
