Summary

This position is located within the U.S. Public Health Service at the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), in the Health Information Technology Unit (HITU). This is a non-supervisory position.

This position is only open to USPHS officers who are currently IHSC employees.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Duties

DUTIES AND RESPONSIBILITIES:

  1. Serves as a senior advisor to HITU leadership on strategy and execution related to the acquisition and implementation of priority IT initiatives including the new Electronic Health Record (EHR).
  2. Collaborates closely with procurement and acquisition professionals to support pre-award activities, including market research, acquisition planning, and the development of Statements of Work (SOWs), Performance Work Statements (PWSs), and Independent Government Cost Estimates (IGCEs). Advises HITU teams and leadership on acquisition strategies and represents the unit in technical evaluations and source selection discussions.
  3. Engages with contract management teams to monitor post-award activities, including vendor performance, issue resolution, compliance with contract terms, and proposed modifications or closeouts. Provides expert analysis and strategic recommendations to teams and HITU leadership to ensure contracts continue to meet operational and programmatic needs.
  4. Partners with IHSC financial management and program offices to inform the development, analysis, and execution of multi-million-dollar budgets for IT and/or initiatives with an IT component.
  5. Advises and manages complex project plans, identifying key milestones, assessing risks, and ensuring timely implementation of IT solutions critical to mission success.
  6. Leads and facilitates coordination among internal and external stakeholders across clinical, operational, IT, legal, and acquisition domains to ensure integrated planning and seamless execution.
  7. Prepares and presents comprehensive briefings, white papers, and reports to senior leadership, synthesizing complex technical, operational, or policy issues into actionable guidance.
  8. Supports strategic planning, policy formulation, and process improvement efforts aimed at enhancing IHSC's information technology infrastructure and service delivery.
  9. Performs organizational assessments to ensure relevant, timely, and efficient operations.
  10. Leads policy development, long-term planning, and organizational improvement initiatives.
  11. Performs other duties as assigned in support of HITU's mission.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. A healthcare professional with a minimum of three years of IT project management experience is highly desirable.
  2. One year of specialized experience equivalent to the GS-13 level in the Federal service that includes:
    1. Leading or coordinating contract acquisition planning and execution activities, including development of SOWs and conducting market research.
    2. Managing or advising on enterprise-level IT or health IT projects, such as EHR implementations.
    3. Performing budget planning, formulation, and execution for healthcare or IT initiatives.
    4. Engaging with multidisciplinary stakeholders to drive large-scale program outcomes.
    5. Preparing and delivering high-level briefings and strategic recommendations to senior leaders.
  3. PMP, FAC-P/PM, or FAC-COR Level II or III certification. The PMP is highly desirable.
  4. Demonstrated experience with federal IT procurement processes, including acquisition planning, source selection, and vendor oversight.
  5. Demonstrated knowledge and experience in clinical operations, health services, or public health settings.
  6. Proven ability to manage complex, multi-disciplinary projects from inception through execution, including risk mitigation and performance tracking.
  7. Strong ability to evaluate data, assess trends, and synthesize information into actionable recommendations.
  8. Excellent interpersonal and communication skills, with experience engaging senior leaders and cross-functional teams.
  9. Ability to contribute to policy development, long-term planning, and organizational improvement initiatives.
  10. Capable of working independently and collaboratively across diverse technical and operational teams.
  11. Proficiency in Microsoft Office applications (Excel, SharePoint, Word, PowerPoint).

Additional information

This position is located within the U.S. Public Health Service at the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), in the Health Information Technology Unit (HITU).The incumbent serves as a senior-level Management Analyst providing high-level analytical, strategic, and technical support to the Unit Chief and Deputy Chief of HITU. This role is pivotal in advancing IHSC's health information technology modernization efforts, specifically supporting the planning, procurement, implementation, and lifecycle management of a complex IT initiatives including, but not limited to, the Electronic Health Record (EHR) system and other high-priority IT projects critical to IHSC's mission.

The position demands advanced proficiency in federal acquisition, clinical and IT project management, budget and financial oversight, organizational improvement, and stakeholder engagement. The incumbent contributes to complex operational and administrative activities that span the development, deployment, and sustainment phases of major health IT initiatives.

HITU is a multidisciplinary organization responsible for managing IHSC's information management and technology portfolio. HITU consists of two primary sections-Information Management and Technology Management, overseeing six program offices: Health Application Services, Records Management, Data Analytics, Portfolio Management, Solutions Development, and Asset Management. HITU staff are distributed across IHSC headquarters, field offices, and detention facilities.

IHSC operates a multi-sector, multidisciplinary workforce of over 1,600 personnel, including U.S. Public Health Service Commissioned Corps officers, federal civil servants, and contract support staff. IHSC delivers on-site direct patient care at 18 dedicated facilities and oversees off-site medical services for detainees housed in approximately 128 non-IHSC detention centers. IHSC supports a detainee population of approximately 28,000 individuals daily and over 270,000 annually, while also providing medical assistance during ICE enforcement operations across land, air, and maritime domains.

SUPERVISORY CONTROLS:
The incumbent reports to the Deputy Chief of the Health Information Technology Unit.
