Duties

This position is located in the Employment Suitability Division, Office of Background Investigations and Credentialing, Office of the Chief Administrative United States Capitol Police (USCP).

Duties and responsibilities include, but are not limited to the following:

Serves as the senior adjudicator providing expert personnel suitability operational support and assistance. Reviews applications materials to determine whether individuals are eligible to move forward in the pre-employment screening process. Making recommendations to the Employment Suitability Division Commander regarding the initiation of field investigations and other screening processes.

As a senior specialist, works within a unit of contract and civilian employees responsible for conducting background checks on job applicants seeking positions with USCP. Distributes and balances the workload among available employees in accordance with established workflow. Ensures timely accomplishment of the assigned workload by monitoring database where recommended application dispositions are tracked. Assigns candidates to adjudicators in the tracking system. Maintains awareness of the status and progress of work, and makes day-to-day adjustments to work assignments, as needed. Meet established deadlines so that subsequent applicant screening processes can meet established schedules to ensure job offers can be made and training classes filled.

Reviews and verifies all recommended disqualifications before moving forward for final review and acceptance of the results. Receives supervisor’s final determination for candidates not recommended to move forward and updates the official record, as necessary. Keeps up to date on hiring standards and other aspects of the job in order to respond to questions from team members and others on requirements, procedures, policies and directives.

You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-8 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-7/GS-9 level which is in or directly related to the line of work of the position to be filled. Specialized experience is defined as experience that includes: 1) Adaptability in using various platforms and technologies including document management, collaboration features and general site usage; 2) Ability to automate processes with workflow automation tools or scripting to streamline repetitive tasks; 3) Excellent written and verbal communication; 4) Strong organizational skills.

Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
