Duties
Collaborates with stakeholders across the Senate to perform comprehensive training needs assessments, identifying skill gaps and areas for development in written and business communication. Designs, develops, and implements targeted learning programs and instructional materials that support the enhancement of professional writing and business communication. Facilitates a variety of learning initiatives, including workshops, seminars, coaching sessions, and train-the-trainer programs to engage diverse employee groups and ensure effective knowledge transfer. Evaluates the effectiveness of training programs through feedback, assessments, performance metrics, and refines content and delivery methods to optimize learning outcomes. Provides individualized feedback and developmental support to employees aimed at improving clarity, professionalism, and effectiveness in workplace communication. Other duties as assigned.

Qualifications
Required Work Experience
- At least five (5) years of professional experience in a writing-intensive and/or communications-focused role and at least two (2) years of demonstrated experience in designing, developing, and delivering instruction or training specifically focused on writing skills.
Required Special Skills/ Knowledge
- Knowledge of, or ability to learn, services provided by the Joint Office of Training and Development. Knowledge of, or ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.
- Ability to conduct professional presentations and present training to a variety of students.
- Ability to conduct needs analysis to determine training needs.
- Ability to develop instructional material and select the most effective instructional method.
- Ability to communicate effectively.
- Knowledge of curriculum development and/or instructional design.
- Knowledge of principles, practices and techniques of training, instruction, and coaching.
- Knowledge of writing process and communication theories; linguistics and stylistics; and/or adult learning theories.
- Ability to effectively interact with staff members representing all levels of the organization, as well as with outside vendors.

Desired Qualifications
- Proven track record in successfully teaching writing fundamentals and developing strong writers.
- Demonstrated ability to help build, shape, and grow new programs in a dynamic environment.
- Ability to learn how different Senate offices and committees operate and how best to support them and their staffs.
- Comfort engaging with senior leaders, staff, and elected officials to build trust and handle sensitive situations with discretion.
- Additional graduate-level coursework, certifications, or academic credentials in English, writing, communications, or related fields are highly valued.
- Prior Senate experience helpful but not required.
Working Conditions
- Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.
- This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
- The person in this position must be able to remain in a stationary position 50% of the time.
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- The person in this position must be able to constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- The person in this position must have the ability to observe details at close range, within a few feet of the observer.
- The person in this position must be able to exchange and communicate accurate information verbally and hear.
Education
Master’s degree in English, Communications, Human Resources or related field.
