Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The Senior Software Specialist will manage, support, upgrade, and troubleshoot the MicroStrategy application and its Microsoft SQL databases, serving as a key database administrator to ensure optimal system performance and reliability. When existing reports do not meet business needs, the incumbent will research, evaluate, recommend, and implement effective solutions.

This role requires demonstrated experience in maintaining, troubleshooting, and developing ETL (Extract, Transform, Load) processes to integrate and deliver data into MicroStrategy. The incumbent will design scalable ETLs that ensure data accuracy, consistency, and timeliness across diverse business functions. The data environment includes a variety of disparate sources, such as financial systems, human resources data, telecom billing platforms, mobile telecommunications systems, and retail operations information. A strong knowledge base and understanding of financial and accounting data is essential, as the majority of reporting content—delivered through the FinMart platform—is sourced from enterprise systems such as PeopleSoft and Coupa.

The ideal candidate will be skilled at working with complex data models and applying business logic to transform raw data into actionable insights and reports for stakeholders. They will design and develop optimized data schemas/models to support high-performance MicroStrategy reports and dashboards. Familiarity with MicroStrategy schema objects, dashboard development, and performance optimization techniques is highly advantageous.

In addition to application and database administration duties, the incumbent will lead or support technical project management activities and business operations in compliance with IT governance standards, including project management, system development life cycle, change management, information security, and internal controls.

The role requires strong analytical problem-solving skills, the ability to execute complex technical tasks, and provide technical advice to management and stakeholders. The incumbent will collaborate directly with business units and external partners, building productive relationships and consensus to align technical solutions with organizational goals. Effective time management and communication skills are essential.

This position does not have day-to-day supervisory/ managerial responsibilities.

Primary Duties/Responsibilities:

  •        Administer and support the MicroStrategy applications and associated databases for the FinMart project.
  •       Support implementation, upgrade, and operation of MicroStrategy and SQL Server for FinMart.
  •        Provide knowledge transfer, internal training, and mentoring to FinMart team members.
  •        Support Microsoft SQL data extraction, transformation, and loading (ETL) into the enterprise financial data warehouse.
  •        Research, evaluate, recommend, and ultimately implement solutions to meet business requirements.
  •       Design and develop MicroStrategy reports and dashboards.
  •        Ensure projects are properly developed and defined for successful implementation, all stakeholders are engaged, and processes and standards are followed for proper execution and control.
  •        Gain and maintain agreement from the stakeholders on project definition, success criteria and approach, manage stakeholder expectations while managing the competing demands of time, cost, scope, and quality.
  •        Negotiate, embrace and manage change; focus on the organization’s mission, and lead by example.
  •        Continuously work to identify risks and to develop proactive responses and solutions to those risk areas.
  •        Learn new technologies, develop new skills and think creatively to deliver cutting-edge technological business solutions.

Qualifications

Qualifications:

Experience and/or Education Requirements:

  •        Bachelor's degree in Computer Science, Software Engineering, or related field (or comparable experience)
  •        Ten (10) years of experience doing development, system integration, and application administration. 
  •        Five (5) of those years must be supporting MicroStrategy deployment(s).

Knowledge, Skill, and Ability (KSA) and Competency Requirements:

  •        Ability to design logical and physical data models.
  •        Experience with SQL Server databases.
  •        Ability to perform data extraction, transformation, and loading (ETL).
  •        Ability to learn and apply new technologies.
  •        Strong writing skills and comfort working with customers.
  •       Ability to work independently with limited guidance and oversight.
  •        Experience with Windows Server or similar technologies.
  •        Experience with web development or similar technologies.
  •       Experience developing for accounting or financial data and processes.
  • Experience developing in the MicroStrategy application from start to finish, including:

    o   MicroStrategy software development kit (SDK), including customizing analytical applications and portal integration.

    o   Reporting skills, including data and style manipulations in Desktop, OLAP Services, Report Objects, Advanced Filters, Advanced Metrics, Prompts and Searches, Intelligent Cubes, Derived Elements, and Dashboards.
