Job Summary
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.
This position is in the Enterprise Messaging Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Enterprise Messaging Directorate provides technical solutions and system engineering expertise for House enterprise systems. Enterprise Messaging is responsible for the House M365 Cloud and on-premises messaging and other applications such as Teams, SharePoint and OneDrive, bulk email, SPAM filtering, and eFax systems supporting all House email services and mobile devices. This position serves as the Senior Systems Engineer.
Key responsibilities include serving as a key technical resource on all technical issues related to the sustainment of various server platforms supporting applications of the House; planning, organizing, installing and monitoring large and complex technical projects; and producing technical solutions to complex problems.
Grade level at the time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities
- Manage and support Microsoft 365 Exchange Online and On-Premises Exchange environments, ensuring high availability and optimal performance.
- Administer and troubleshoot Microsoft Teams, SharePoint, OneDrive, and other Microsoft 365 apps, including user provisioning, security configurations, and integrations.
- Provide expert-level troubleshooting and issue resolution for complex system and application problems related to Microsoft 365 services.
- Utilize PowerShell and other scripting languages to automate administrative tasks and improve system efficiency.
- Monitor system performance, identify potential issues, and optimize configurations to ensure reliability and efficiency.
- Collaborate with IT teams to resolve escalated technical issues and provide root cause analysis.
- Create and maintain detailed documentation on system configurations, procedures, and best practices.
- Provide technical training and guidance to internal teams as needed.
- Performs other official duties as assigned.
