Summary

The position is located in the Portland metropolitan area or within one of the VA Portland Health Care System (VAPORHCS) associated Community Based Outpatient Clinics. The psychologists works within the Mental Health Division's (MHD) Behavioral Health Interdisciplinary Program (BHIP) team.

Duties

Duties:
(1) Provides comprehensive psychological assessment and diagnostic services for Veterans with a broad range of psychopathology receiving care within VAPORHCS.
(2) Demonstrates expertise in using contemporary interview and psychometric assessment methods for mental disorders and/or behavioral health conditions.
(3) Provides education to patients and family members regarding mental disorders and best practice approaches to treatment.
(4) Provides evidenced-based psychotherapeutic interventions, which may include individual, family, and group psychotherapy and psychoeducation.
(5) Provides consultation to health care providers throughout the Medical Center about assessment findings and treatment plans for patients to ensure that care is coordinated, collaborative, and integrated within VAPORHCS.
(6) Develops, implements, and documents the mental health treatment plan for an assigned caseload of patients, as appropriate. Adheres to all Facility and Service Line policies and practices for delivering clinical care, including but not limited to risk assessment and reduction practices for potentially dangerous behavior (suicide and violence), timeliness of care and access standard, professional conduct requirements, and CPRS documentation conventions.
(7) Achieves minimal clinical workload expectations as established by the Service Line.
(8) Provides supervision of trainees conducting direct clinical care.
(9) At the GS-13 level, psychologists are fully licensed and function independently as a member of the VAPORHCS Medical Staff with full clinical privileges. Psychologists at this grade additionally assume independent professional responsibility for their clinical assessment findings, patient care decisions, and documentation.

Basic Requirements:
a) Qualifications
i. Basic Requirements: The basic requirements for employment as a VHA psychologist are prescribed by: Public Law 96-151 codified in Title 38, U.S.C. §7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following:
(1. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g.)
(2. Education.
(a) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
AND
(b) Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VAH Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.
(3. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. Once board certified, psychologist must maintain a full, valid and unrestricted board certification to remain qualified for employment. A psychologist who fails to maintain the required board certification must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation if qualified and if a placement opportunity exists.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph Sa.

Grade Determinations:
GS-11
(a) Experience. None beyond the basic requirements.
(b) Assignment. Staff psychologists at this level diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, provide adjunctive interventions for treatment of medical disorders, and may conduct research. They may be assigned to any program area. Psychologists who are not licensed must practice under the close supervision of a licensed psychologist.

GS-12
a) Experience. At least one year of experience as a professional psychologist equivalent to the next lower grade level (GS-11). Psychologists who are not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS-11 grade level.

b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Knowledge of and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations.
2. Ability to design and implement effective treatment strategies.
3. Ability to incorporate new clinical procedures.
4. Ability to conduct research activities, such as designing and implementing clinical research projects (staff psychologists with specified research job duties).
5. Ability to perform basic research tasks of scholarship and research execution within the context of an established research team, including research participant relations, research documentation, data acquisition, maintenance, and collaboration.

(c) Assignment. GS 13
