Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

This position is located in the Immediate Office, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). This position serves as the Strategic Initiatives Program Manager for the CAO Transition Office.

Key responsibilities include supporting the CAO Transition Office to ensure an efficient and effective Congressional Transition. The incumbent works closely with offices across the CAO, the Committee on House Administration, Office of the Clerk, Sergeant at Arms (SAA), AOC, and GSA.

This position does not have day-to-day supervisory/managerial responsibilities. Grade level at time of appointment is determined by experience and designated level of responsibility.

Primary Duties/Responsibilities:

·        Support the CAO Transition Office with the planning and execution of Congressional Transition activities, including the implementation of key after-action initiatives.

·        Manage all aspects of the CAO Transition Aide Program including, but not limited to, preparing materials and communications, coordinating travel, onboarding/offboarding staff, tracking training completion, supporting candidate and Aide inquiries, assisting with the development of the onboarding portal, etc.

·        Serve as CAO Equipment Program Lead which includes coordinating program and policy updates, procurement activities, internal/external communications, equipment deployments, and related analytics.

·        For assigned key initiatives, work across CAO business units to develop, implement and oversee project plans from inception to completion. Provides timely information for management, stakeholders, and customers as it relates to projects assigned.

·        Provide general program and project support for Departing Member, Returning Member, and New Member Transition activities. When the Congressional Transition is impacted by redistricting or a House Leadership change, the incumbent also supports those efforts.

·        Collaborate with CAO offices, and other partners (CHA, Clerk, SAA, AOC, GSA) to ensure Transition services are effectively and consistently communicated and executed. Through this effort, also identify any opportunities to improve CAO transition service delivery.

·        Serve as a liaison with Member Offices and Members on inquiries related to Departing Member office closure activities, New Member office setup activities, and Returning Member office moves.

·        Support post-Transition efforts to include after action reviews, surveys, and other necessary activities in preparation for the following transition.

·        Prepare and deliver presentations on Transition initiatives to CAO Leadership and CHA staff, as necessary.

·        Develop correspondence and other reports/analysis responsive to requests from Deputy Director and/or Director of Transition.

·        Establishes, maintains, and updates policies and procedures as necessary.

·        Participate in special projects and perform other official duties as assigned.

Qualifications

Experience and/or Education Requirements:

·        Bachelor’s degree from an accredited college or university in business, public administration, political science, or similar field, or equivalent work experience.

·        A minimum of 3 years of progressive project management experience required; 5+ years’ experience preferred. 

·        Project Management Professional (PMP) certification preferred.

Knowledge, Skill, and Ability (KSA) and Competency Requirements: 

·        Ability to develop, execute, and monitor project plans.

·        Ability to drive House improvement efforts and ensure adherence to project management standards and service level agreements.

·        Ability to produce user-friendly, "publication quality" materials.

·        Familiarity with the legislative process preferred.

·        Ability to learn quickly in a fast-paced, change-driven environment.

·        Ability to collect and manage data and records, prepare reports, and prepare and deliver presentations.

·        Knowledge and understanding of CAO services and Transition activities and all relevant House Rules, Committee, and CAO policies and procedures preferred.

·        Ability to work independently and effectively with wide array of offices and individuals at all levels.
