Duties
The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington, DC, Cleveland, OH, Denver, CO, Jacksonville, FL, Kansas City, MO, Charleston, WV. Advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location.
Duties:
- The incumbent serves as a Senior OWCP Representative and Strategic Integrator for enterprise operational planning efforts and associated working groups. This position serves as a principal liaison with the OCIO, ensuring proper communication and fulfilment of OWCP business and system requirements, as well as working to ensure integration and adoption of IT solutions within OWCP.
- Represents OWCP business interests in collaboration with OCIO related to the planning and delivery of IT solutions. This includes identifying OWCP needs, impacts to OWCP and Divisional policy and procedures, establishing current and re-engineering future business process workflows, and translating OWCP and Divisional business requirements into actionable technical tasks. Leads the collection and collaboration across program offices, if necessary, to assist with elicitation and finalization of functional requirements, and works to ensure that delivered IT solutions are usable, adoptable, and valuable to OWCP end users.
- Represents OWCP as a customer advocate, researching problems and solutions in conjunction with the National Office OCIO staff and IT contractors. Provides direction, answers questions, and uses creative problem-solving skills to resolve unusual and controversial problems.
- In collaboration with OCIO, coordinates IT related communications including staff and contractors. Ensures all divisions and offices have consistent messaging, efforts are not overlapped, and collaborate on cross-functional initiatives.
- Participate as a member of ad hoc teams in long-range planning for the development and implementation of future divisional and agency specific hardware/systems/software and direction as the proponent for capabilities for these customers. Responsible for devising innovative and meaningful ways to evaluate overall program goals and for adjusting those goals based on new priorities/needs.
- Works on projects and special assignments as required by the PMO Deputy Director or Director. Advises the PMO Director and Deputy Director, other Agency officials, and staff on pertinent issues and critical problems and makes recommendations on how to address those issues. Takes a lead or clearly visible role in deliberations and decisions relative to Information Resources Management (IRM) effectiveness, planning, resource utilization, operations, and organizational structure.
- Maintains a continuous awareness of policies, planning and ongoing events/activities within the Division and Agency related to IRM and modernization. Collaborates with a wide range of management, Program and IT personnel throughout OWCP, its Divisions, DOL and the industry as a whole.
- Develops program studies, strategic assessments and analyses of alternatives solutions to support business needs and transformation. Prepares and presents briefings and makes presentations on the assessments progress and results, to include development of technical reports and/or other related documents. Provides recommendations to inform decision makers.
