Summary

The official title is Strategic Integrator. This position serves as a coordinator for the transformation and product management program within the Office of Labor-Management Standards (OLMS). The incumbent is the national expert and representative on OLMS IT systems and on the data that is collected, housed, analyzed and used for program operations, and made publicly available through its systems.

This position is outside the bargaining unit.

Duties

The duties described below are at the full performance level (GS-14). Incumbents hired at the GS-13 grade level will serve in a developmental capacity, where the incumbent works under closer supervision.

  • Operates as OLMS' Chief Data Stewart, serving on DOL's Data Board and member of the Data's Board's Enforcement Working Group, respectively.
  • Serves as the principal entity acting on OLMS' behalf with respect to data governance issues; coordinates, and manages policy, processes, and standards for the management of DOL data. Provides recommendations to leadership.
  • Identifies, monitors, and assesses OCIO deliverables - ensuring that OCIO products and services align with agency requirements and strategic direction.
  • Develops program studies, strategic assessments, and analyses of alternatives solutions to support business transformation.
  • Fosters productive relationships with OCIO, the Department, OLMS staff and leaders, and stakeholders; facilitates change management to identify and drive agency business operations and IT systems; and obtains buy-in to the new "to be" state.
  • Coordinates with the DOL Chief Information Officer (CIO) in the development of modem solutions for managing, analyzing, protecting, disseminating, and generating data; and, attends monthly Data Board and working group meetings with or on behalf of OLMS data leadership.
  • Analyzes and evaluates a wide range of operational and programmatic information to measure OCIO performance. Monitors change requests, measures deliverables and timelines, identifies problems, and validates prioritized backlogs to ensure deliverables meet the stated goals and objectives identified at the start of each sprint of IT product development.

Qualifications

You must meet the Specialized Experience to qualify for the Strategic Integrator (IT Liaison), as described below.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

For the GS-13 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Qualifying specialized experience for GS-13 level includes at least four (4) of the following:

  • Analyzing data, producing reports, and putting into visual context;
  • Creating presentations to agency stakeholders, including senior managers and IT specialists;
  • Researching IT issues and proposing improvements related to applications and organizational IT processes;
  • Working with IT specialists in designing systems and underlying databases;
  • Experience with relational databases and how they interact with applications.

For the GS-14 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Qualifying specialized experience for GS-14 level includes all of the following:
  • Conducting data analysis, forming data visualization, and advising leadership on best practices;
  • Working with IT specialists in designing, implementing and operating systems, to include resolving management information systems design and implementation issues;
  • Developing policies, issuances, and/or directives based on management's direction;
  • Creating and leading presentations to agency stakeholders, including senior managers and IT specialists.

Education

There is no education in lieu of specialized experience at the GS-13/14 grade levels.
