Summary

The Federal Judicial Center is the federal courts' agency for research and continuing education. Congress established the Center in 1967 as a separate organization within the federal judicial system at the request of the Judicial Conference of the United States. A nine -member board, chaired by the Chief Justice of the United States, determines its basic policies.

Duties

The Information Technology Office organizes, supports, and manages the Center's technology activities in response to the Center's needs and its statutory responsibilities to provide education and research to the federal courts. The Center seeks a Studio and Live Production Director and Editor for the Interactive and Creative Media team to provide quality media services to the judiciary.

Responsibilities

Under the supervision of the Studio & Live Production Lead, and often in close cooperation with a producer, the Production Director and Editor designs, plans, and directs all phases of studio, field, and remote productions, including preproduction, production, and postproduction. Duties include:

  • analyzing project descriptions; recommending production strategies and approaches; contributing to writing, editing, and finalizing scripts.
  • scouting and determining production locations, schedules, and production personnel requirements; recommending selection of appropriate talent; obtaining necessary clearances; recommending other artistic and technical elements for programs.
  • in collaboration with producers, judicial education attorneys, education specialists and others, directing all video production personnel on all types of video productions and podcasts; rehearsing and directing actors and non-professional talent, including
  • judges and other court personnel; selecting and placing cameras, lights, microphones, and other equipment; selecting camera angles; determining length of time of each shot and scene; directing special visual effects; assuming responsibility for production activities.
  • final editing of audio and video programs and podcasts which entails collaborating with and editors and graphic designers and working with producers to assemble the final product.
  • serving in various production capacities for programs directed by others.
  • advising and training staff on production techniques, editing or any other aspect of program work.
  • keeping abreast of technical advances in audio and video technology and researching, recommending, and providing justification for purchases of Center audio and video equipment.

Qualifications

MANDATORY QUALIFICATIONS:
  • Five years' experience directing video productions.
  • A BA in video production or related field.
  • Experience directing live and news magazine style productions.
  • Knowledge of current studio and location production techniques.
  • Experience with video and audio editing, casting, and direction of professional actors.
  • Ability to lift 30 lbs.
  • Ability to work on 16' ladder.
DESIRABLE QUALIFICATIONS:
  • Passion for new and innovative tools and techniques.
  • Demonstrated ability to conduct research and share insights and trends with the Center.
  • Ability to bring creative concepts to life through innovative media.

Additional information

SALARY AND BENEFITS:
This is a term, one-year position with the possibility of extension at the Center's discretion. The starting salary is set at $83,463 (includes 2024 D.C. locality). This position falls in the Center's pay band 4, which has a salary range up to $151,391. For a successful candidate not currently a member of the Center staff, a higher starting salary, not to exceed $87,636 (includes 2024 D.C. locality) may be considered if the candidate furnishes proof that his/her current salary falls above the pay band 4 minimum salary of $83,463 (includes 2024 D.C. locality), in which case the Center would match that salary up to the starting salary limit of $87,636. This is the maximum starting salary, and it is non-negotiable. In addition, a successful candidate who does not live within the D.C. locality region or work at the official duty station in Washington, D.C. 16 or more hours per pay period will not receive D.C. region locality pay and will receive the locality pay of their place of primary residence (telework site). If the successful internal candidate's salary falls above the range minimum, that salary will be matched up to his/her current salary.

Federal government benefits are applicable. An array of supplemental benefits is also offered, including a transportation subsidy and a flexible benefit program allowing for pre-tax deductions for health insurance, health care, dependent care, and commuter expenses. The Federal Judicial Center is located in the Thurgood Marshall Building, conveniently situated to public transportation directly beside Union Station. The Marshall Building houses a child development center, a health fitness facility, and a cafeteria for its tenants.

The Federal Judicial Center offers a range of telework and flexible work schedule options, based on the employee's position categorization. When business needs arise, all Center employees are required to work at the official duty station in Washington, D.C., or at a temporary duty station.

The Center does not pay for relocation expenses; however, Center employees receive reimbursement for all official business travel.

This position does not carry the tenure rights of positions in the competitive civil service.
