Summary

This announcement is for is the primary accounting position at the San Juan VA Caribbean Healthcare System as the Supervisory Accountant. The San Juan VA Caribbean Healthcare System provides guidance and direct support to Mayaguez Outpatient Clinic, Ponce Outpatient Clinic, Resident Engineering Office, Community Based Clinics, VA Canteen and Rural Clinics.

Duties

Duties consist of the following, but are not limited to:

  • Performs on-going evaluation of accounting processes to identify measures to improve efficiency and effectiveness of the accounting operations.
  • Evaluate accounting procedures to determine the need for revisions or new operating processes.
  • Evaluate complex accounting procedures for a network of sites.
  • Study legal and regulatory compliance, workflow, and other financial considerations on a continuing basis.
  • Prepare instructions and guidance in the implementation and operation of accounting procedures/programs.
  • Prepare and consolidates instructions for complete accounting procedures for a region or network of sites.
  • Prepare instructions to implement new accounting programs and to integrate aspects of former or projected programs.
  • Develop guidance to supplement guidelines received from GAO, Department of Treasury, or OMB.
  • Attend formal end informal management and executive sessions for the purpose of contributing accounting advice that is pertinent to all stages of planning, policy formulation and decision making.
  • Participates in both short and long term planning activities and in this capacity influences decisions and actions that involve a broad scope of programs and overall policies and procedures of the medical center.
  • Oversee the daily operation of the accounting and transportation section.
  • Develop position descriptions and performance standards.
  • Evaluate work performance and counsel employees whose performance is not meeting standards.
  • Plan work to be accomplished within sections by setting clear expectations and deadlines under the incumbent's supervision.
  • Provide technical and administrative supervision to 12 employees.

Work Schedule: Monday-Friday 8:00am- 4:30pm

Physical Requirements: Work is mostly sedentary although there may be some nominal walking or standing for short periods of time. The work involves coping with complex demands from a variety of sources that can be regarded as high-pressure work situation. Good eyesight and hand dexterity is necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary in order to handle the extensive telephone contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. This can result in a highly stressful work situation. Occasional overnight travel is required.
Supervisory Statement: A one year supervisory probation period may be required for this position.

This Occupational Series has an Individual Occupational Requirement (IOR).Basic Requirements
  • A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
  • B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
  1. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the IOR requirement above you must also meet the Specialized experience as described below

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
  • Specialized experience includes: Providing financial advice and performs financial assistance work tor internal operating programs; Advise on and/or performs professional financial accounting duties; Develop accounting procedures and resolve technical problems; Validate a variety of accounting data that is entered into schedules and accounts; Provide expert advise on interpretation of account regulations and impact of new legislation or program initiatives; Reconcile accounts and prepare balance sheets, Analyze cost accounting reports, status of fund reports, and other financial reports for the preparation of the summary statements and reports and proposes solutions and alternatives to problem areas.

Language Proficiency:
  • Must be proficient in spoken and written English.
  • Must be proficient in spoken Spanish.
