Supervisory Accountant

Summary

This position is located at Bureau of the Fiscal Service, Center for Financial Management, Division and Branch as Assigned. As a Supervisory Accountant, you will supervise the work of employees responsible for formulating CFM policies and standards and establishing accounting and reporting requirements.

Duties

As a Supervisory Accountant, you will:

  • Supervise a workforce which is staffed primarily by accountants and/or accounting technicians. Direct, plan, assign, and determine priorities of work to be accomplished by subordinates, determine priorities, determine performance standards and evaluate performance of those directly supervised.
  • Participate in the selection process, hear and resolve grievances and employee complaints, determine employee training needs, keep employees informed of management goals and objectives, and ensure that occupational safety, health, equal employment opportunity, and internal control principles, policies and procedures are complied with.
  • Recommend to the Manager changes in assignments that would improve the efficiency of the workflow; revise internal work methods and practices; develop and implement new approaches and detailed procedures related to the operations of the group.
  • Responsible for overseeing timely responses to inquiries and requests from customers; oversee the delivery of management reports to customers and to management; ensure the accuracy and integrity of data used to prepare reports; recommend processing changes to customers to improve services.

  • A one year supervisory or managerial probationary period may be required.
  • Obtain and use a Government-issued charge card for business-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes ALL of the following:
- Leading forums, discussions, or presentations to discuss objectives, make recommendations or persuade a variety of audiences; AND
- Developing, implementing, and applying regulations, policies, or guidelines for the purpose of making recommendations, proposing actions, or decisions; AND
- Gathering, analyzing, and applying problem solving methods to complete projects.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Education

Basic Requirement:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
