This Merit Promotion position is open to Current Federal Employees and Former Federal Employees with permanent status or reinstatement eligibility. Duties
This position is located in the Office of the Chief Financial Officer, Division of the Controller and reports to the Vice-President (VP) and Controller. The Division of the Controller is responsible for EXIM's accounting, financial reporting and analysis, financial system support, and servicing of the Bank's loans, guarantees, insurance, and related claims, debt rescheduling programs and certain administrative accounting.
The incumbent serves as the Deputy Controller, with delegated authority from the Vice President & Controller to oversee the day-to-day operations and management of the division. The Deputy oversees and supervises the Accounting Analytics & Reporting, Portfolio Servicing, and Insurance and General Accounting units. The Deputy Controller provides leadership, direct supervision, and management support over subordinate supervisors. Also, the incumbent serves as a second-level supervisor to professional and administrative staff; develops and/or implements major planning, evaluation, or monitoring of long/short range operational plans, resource requirements, and/or budgets for the division; and continually monitors and evaluates budget, fiscal, and administrative controls in collaboration with the VP & Controller to manage the division programs and services.
Duties include, but are not limited to:
- Manages the supervisors of the various Controller Units in developing short-term and long-term work plans and objectives in order to support EXIM's mission and provides final plans and objectives to the VP Controller for concurrence. Incumbent is also responsible for managing and measuring the achievements under the plans and objectives to ensure success.
- Collaborates and influences staff, supervisors, and Directors and Deputies of other Divisions and units of EXIM Bank as well as engaging in interactions with Senior Management on various aspects related to EXIM's loan, guarantee, insurance, claims portfolio program and general administrative accounting, financial audit and financial system matters to ensure the Controller's Division is successful in supporting OCFO business plan and EXIM's organizational mission.
- Manages the accounting analysis and recording, financial reporting and audit, and various complex aspects of servicing of EXIM's insurance, loan, guarantee, and claims credit activities such as disbursements of loans, claims, commission payments, and participant shares, processing of premia, fees, repayments, and recoveries.
- Systematically reviews operations and changes to Bank programs and policies related to the Division's responsibilities. Recommends and provides detailed specifications for changes to the accounting, reporting and/or transaction systems to incorporate changes in Bank programs and policies.
- Presents recommendations to the Controller and the Chief Financial Officer on matters relating to the development of Bank policies, accounting, reporting and/or transaction systems and operating procedures. Leads subordinate supervisors and staff in the monitoring and reconciliation of various sub-ledger accounts to ensure proper support of general ledger balances. Leads first-level supervisors and staff accountants in the creation of new reconciliations and strategic approaches to ensure accurate accounting and servicing of EXIM credit and administrative accounting programs.
- Manages the team on the recording and monitoring of debts owed to the Bank by current and separated employees. Notifies employees of debts owed, reports unpaid debts to OPM and other appropriate USG entities for collection.
- Manages the processing of pertinent loan, guarantee, insurance, rescheduling, claim, and administrative expense receipts and disbursements.
- Ensures credits are properly accounted for in the general ledger and the financial system. Leads proper system development and performance in order to support EXIM's mission and strategic goals.

Qualifications
Basic Requirements:
A. A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
A) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
B) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
- Federal Accounting Standards, Financial Reporting & Audit Coordination: Experience applying Federal Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB) standards, and Office of Management and Budget (OMB) guidance to financial operations; preparing, reviewing, and analyzing financial statements, disclosures, and annual reports; and coordinating internal and external audit activities, including maintaining internal control over financial reporting and ensuring compliance with federal reporting and audit requirements.
- Accounting Policy, Procedures & Internal Controls: Experience developing and implementing accounting policies, procedures, and internal controls within a Controller environment; ensuring compliance of financial reporting controls; and recommending updates to accounting policies, reporting processes, and financial systems in response to legislative, regulatory, or organizational changes.
- General Ledger Reconciliation & Financial Systems Management: Experience resolving general ledger discrepancies and overseeing sub-ledger to general ledger reconciliations; developing system requirements and specifications for financial management systems; and supporting implementation of system enhancements to improve accuracy of accounting, reporting, and credit servicing operations.
- Credit Servicing for Federal Credit Programs: Experience managing credit servicing activities for a federal credit portfolio (e.g., loans, guarantees, insurance, claims), including disbursements, collections, fund application, interest accrual, fee and premium processing, billing, and accounts receivable reconciliation in compliance with the Federal Credit Reform Act (FCRA).
Education cannot be substituted for experience at the AD-00 grade level.
