Duties

Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; observes workers performance; demonstrates and conducts work performance critiques.
Establishes guidelines and performance expectations for staff and clearly communicates these expectations through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.
The incumbent ensures that OCIO coordinates and communicates with OCIO IT Tower Owners and agency program and business units to develop and assess substantive agency IT acquisition requirements based on approved agency IT investment and resource plans. Communicates multi-year strategic projections to Contracts and Grants Directorate (CGD); monitors, evaluates and reports on progress towards overall the agency’s IT acquisition goals and annual objectives. OCIO has millions of dollars in multi-year investments in major software applications, systems, and data center infrastructure, which require maintenance and tech refresh cycles requiring integral involvement by the incumbent.
The incumbent evaluates contract administration and vendor management in accordance with established data quality, schedule/timing standards, and ensures that the agency IT contract administration and workflows continually meet these standards. Responds to changing IT vendor market and industry conditions by working with CGD to adjust vendor management parameters and strategies to meet the needs of the agency. Incumbent assist in the development and implementation of the agency-wide IT acquisitions and asset management program. The incumbent provides IT acquisition and asset management policy interpretation for agency wide and substantive mission-oriented programs. Ensures IT acquisition and asset management adherence with the agency's Enterprise Architecture, IT asset capitalization, and IT asset management policies to include related risk management and internal control programs.
The incumbent also assists in the development of procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and risk management procedures over agency investment in IT assets; such as those designed to prevent waste, loss, unauthorized use, and misappropriation of IT assets and coordinates the development and integration of management processes and business systems documentation.
