As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Duties
The Group Manager will apply advanced technical knowledge of air traffic operations and procedures or safety interventions, including their interrelatedness and functions, to develop policies and procedures to transition and implement Trajectory Based Operations (TBO) into the National Airspace System (NAS). The Group Manager directs and manages a technical staff, divided into multiple teams, each of which is managed by a subordinate supervisor. This work is critical to the safety of the NAS and the flying public. The Group Manager utilizes skill and expertise applying program/project management principles to formulate positions and to establish and manages the financial, business and planning activities that support TBO. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of Air Traffic Services.Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for the organization. Manages budget and performs critical aspects of the budget planning process, including projecting short and long-term future needs and justifying resource requirements. Plans; communicates the Directorate's vision and objectives; sets priorities; assigns tasks and responsibilities; monitors and evaluates performance; coaches and develops employee capabilities; approves leave; and takes, recommends or approves corrective/disciplinary actions, as appropriate. Utilizes coaching skills to train staff, to improve workplace and to engage in conflict resolution.
Applies experience separating and controlling air traffic in a terminal or en route air traffic facility to oversee the implementation of innovative air traffic management (ATM) concepts in the NAS, such as Trajectory Based Operations, that enhance strategic planning of aircraft flows to reduce capacity-to-demand imbalances. Using experience analyzing and evaluating traffic management initiatives to reduce nationwide bottlenecks and slowdowns, the Group Manager strategically plans, manages, and optimizes flights throughout the NAS.
Evaluates air traffic facility requirements to determine and provide decision support tools to air traffic management personnel and controllers to help expedite aircraft movement between origin and destination airports. Works collaboratively across lines of business to ensure TBO goals are consistent with ATO goals and support Service Centers and field facilities in maintaining efficiencies in the NAS.
Contacts are internal and external and are primarily within AJT and the ATO. Contacts include subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. The Group Manager has authority to make commitments for subordinate organizational units, within guidelines. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Individual and organizational performance is typically reviewed on a periodic
basis by the Director, usually through status reports and organizational performance measures.
Maintains confidentiality of classified information when accessing Intelligence information, Sensitive Compartmented information (SCI) Non-SCI, Special Access Information, classified information, classified documents, and receives and generates classified material.

To qualify for this position at the K-band you must demonstrate in your application that you have experience as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J / FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience is: Experience directing and controlling air traffic operations while overseeing the implementation of innovative Air Traffic Management (ATM) concepts that enhance the strategic planning and optimization of aircraft flow.
