Duties
This position plans and implements the AOC-wide systems for managing and archiving electronic as well as paper records. Manages the AOC Archives, and other records storage areas and ensures preservation of permanently valuable historic records that by law are not sent to the National Archives of Records Administration (NARA). Develops and implements AOC-wide policies, procedures, and guidance for managing and preserving agency records. Coordinates and promotes the records management and archives program.
Develops, updates, and oversees the implementation of agency wide policies and guidance governing the creation, maintenance, disposition of AOC records, including electronic and other non-textual records, throughout their lifecycle. Formulates policies and guidance based upon the AOC Preservation Policy, NARA regulations, standards, and guidance; Congressional mandates for electronic and non-electronic records; and appropriate national and international professional records management and archival standards.
Manages the AOC Archives, and other records storage areas and ensures preservation of permanently valuable historic records that by law are not sent to the National Archives of Records Administration (NARA). Develops and implements AOC-wide policies, procedures, and guidance for managing and preserving agency records. Coordinates and promotes the records management and archives program.
Manages the AOC program for the proper and timely disposition of records, including developing new and revising existing records schedules; accessioning and transferring permanent records to the AOC Archives, and ensuring the disposal of temporary records. Conducts inventories and annual reviews of records schedules to ensure that schedules include new records series and electronic systems and do not include series or systems that are no longer being used.
Provides technical guidance and oversight to file custodians, Information Technology Division (ITD), records liaisons, and others involved in the agency’s records management infrastructure.
The incumbent sets strategic direction on issues related to development, maintenance, and migration; provides direction for application administration; and sets procedures and policies for system operations in managing records across the AOC.
Advises information system managers in maintaining and updating existing and designing or acquiring new electronic system or electronic record keeping systems, ensuring that records and technical and programmatic information about records (metadata) are created, and linked to records schedules for retention and disposition, maintained in a useable format as long as required by the AOC, and protected by security and user access controls.
Manages the AOC Archives and physical record storages areas on and off site. The employee is responsible for monitoring space requirements and systems for security, fire, water protection, and humidity and temperature controls. Ensures records stay secure and protected at all times.
Manages the archives program for the preservation and conservation of physical records, manuscripts, and architectural and engineering drawings. Develops policies and procedures for appraising, transferring, accessioning, accessing, and preservation. Implements best practices and measures to prevent deterioration and degradation and to stabilize and repair damaged and deteriorated archival material.
Establishes and manages the Electronic Records Archives for the preservation of electronic records that have permanent value. Develops policies and strategies to ensure that the integrity and authenticity of the records and metadata are preserved, migrated, protected, secured, and made accessible for current and future research.
Master's degree in Archival or Library Science preferred but not required.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. In addition to meeting the basic qualification requirements, applicants must have the following specialized experience.
Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.
Specialized experience is defined as having experience:
1. Training and advising staff on policies and procedures for managing and archiving records;
2. Performing records and archives management, development, appraisal, accessioning, arrangement, description, and preservation;
3. Implementing of electronic document and records management systems; and
4. Providing professional reference and research services to professional staff, researchers and the public.
Education
BASIC REQUIREMENT
Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education
