Summary

The primary purpose of the position is to oversee all aspects of the CAP programs, the Family
Advocacy Program (FAP), and the New Parent Support Home Visitation Program (NPHVP).
The incumbent provides expert-level management of individual, marital, family and group
treatment services. The incumbent reviews and evaluates the CAP Program for gaps in services
and administrative procedures and provides advice and recommendations to leadership.

Duties

Coordinate with primary stakeholders, and through subordinate employees, manage all activities related to CAP and services, ensuring government oversight of contract deliverables within the CAP program. Plan, assign, and provide expert-level supervision to professional CAP staff within the Fleet and Family Support Center (FFSC). Direct work through contact with staff
members and through regularly scheduled meetings. Review accomplishments against established objectives to ensure optimum management of activities.

Organize, set, and manage CAP workflow. Establish subordinates' performance standards, evaluate subordinates, and conduct supervisory counseling sessions, when necessary. Control attendance and leave, ensuring adequate work force is always available to accomplish the mission. Approve and authorize leave and timecards. Identify employee developmental needs
and provide or arrange for training (formal and on-the-job) to maintain and improve job performance and encourage self- development. Initiate classification, reclassification, and recruitment actions, and track all pending personnel actions to ensure timely completion. Interview and make selections for vacant CAP positions, and ensure equity in recommending and
determining selections, assignments, training and promotions, discipline, and awards to employees. Identify developmental and leadership opportunities for employees.

Identify educational benefits, professional development, leadership, opportunities, and mentoring initiatives to foster effective employee performance in alignment with FFSP mission and objectives. Provide policies, procedures and directives, and instructions from the FFSC Site Director to subordinates. Identify and advocate for resources and for information and decisions on major work issues. Estimate and update subordinates on progress in meeting milestones and deadlines. Ensure subordinates are aware of and participate in team planning and play integral roles in developing final team products. Lead subordinates in assessing strengths and weaknesses and in exploring work methods, processes, and procedures.

Provide expert-level management and oversight of individual, marital, family or group treatment services. Review and evaluate CAP program areas; identify gaps in existing services, including assessment and treatment related issues, and in administrative procedures that impact the provision of clinical services; and provide results and recommendations to the FFSC Site Director and Regional Quality Assurance (QA) Program Coordinator, to improve existing programs and to offset negative trends. Advise and provide guidance to clinical providers on risk assessment and case management services and other therapeutic interventions for high-risk clients. Provide crisis intervention services for all CAP. Serve on committees and as a subject matter expert for child and spouse abuse programs and initiatives, as deemed appropriate by the FFSC Site Director. Promote activities related to community collaboration and serve on action groups. Inform the FFSC Site Director of any problems within the Department/Program. Make
sure policies and procedures related to high-risk and high-visibility cases are followed. Serve as the CAP expert-level representative attending, coordinating, or assisting in coordinating various meetings and committees to include installation Incident Determination Committee (IDC) Meetings, and the quarterly installation Family Advocacy Committee (FAC). Ensure military and civilian stakeholders meet membership and training requirements by collecting and maintaining certificates. Coordinate with subordinate clinical providers and chair the installation Clinical Case Staffing Committee (CCSM). Serve as the mental health representative on the Sexual Assault Case Management Group (SACMG), providing consultation on mental health impacts from sexual assault. Serve as the technical assistant (TA) for CAP services and contract CAP employees, ensuring policies and protocols are followed, and ensuring required documentation is accounted for. Complete quarterly quality assurance reports and analyze trends and outcomes. Ensure the FFSC obtains site certification. Collaborate with other FFSC clinical providers and supervisors to coordinate service delivery.

  • This position requires the incumbent to successfully complete and maintain credentialing and privileging requirements
  • Must possess a current U.S. state license to practice at an independent clinical practice level
  • required to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment
  • This position requires regular contact with children. Incumbents must undergo a criminal history background check, installation record checks, and periodic re-verification check of multiple agency records resulting in a favorable suitability.
  • This position may require working evenings and weekends to meet mission needs
  • This position requires a state driver's license

Qualifications

Proficiency in applying various evidence-based and trauma-informed counseling approaches (e.g., behavior modification, client-centered, rational-emotive, family systems, brief solution focused, and reality therapies), research methods, group dynamics, motivational interviewing, developmental psychology, and family systems therapy to counsel individuals and groups.

Professional knowledge of and skill in applying laws, rules, regulations, policies, procedures, directives, and instructions governing child and spouse abuse and family violence issues and professional knowledge of family violence dynamics to identify situations of family violence, conduct risk assessments and coordinate safety planning.

Thorough knowledge of the CNIC Fleet and Family Support Program and comprehensive knowledge of military lifestyles including common stressors (e.g., frequent separations, high stress working environments, etc.) to effectively modify treatment programs to meet the needs of the military community.

In-depth knowledge of family systems related to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency and skill in applying the current Diagnostic and Statistical Manual of Mental Disorders to recognize, identify, and assess mental disorders and personal social problems, reach accurate conclusions, and provide appropriate solutions.

Expert knowledge of and skill in employing various evidence-based and trauma-informed counseling to effectively interview and clinically respond to clients needs, assess suicidal and homicidal risks and substance abuse issues, reach accurate conclusions, and provide appropriate solutions.

Expert skill in using various verbal communication methods and techniques to maintain cooperative and professional relationships with law enforcement, child protective services, medical treatment facilities, and senior personnel from commands of offenders and victims; present sensitive and controversial information to groups of people; and advise on cases and
counseling services.

Expert skill in using various written communication methods and techniques and using FFSP management information systems and other applicable software and web-based programs to develop and prepare case management memos, correspondence, and reports; document psychosocial assessments, treatment plans, and IDC reports; and develop lesson plans for briefings and classroom presentations.

Education

(1) A master's or doctoral level degree in the behavioral sciences from an accredited university or college.

(2) Must possess a current U.S. state license to practice at an independent clinical practice level

(3) Five years of post-license experience in domestic and child abuse.

(4) Three years of experience supervising licensed clinicians in a clinical program.
