To serve as a first level supervisor, providing planning, directing, organizing, mentoring, and exercising control over nonsupervisory employees assigned to the organization. The position is responsible for professional, scientific and technical work assignments.

  • Provides oversight of real-time and post mission data analysis including the processing and analysis of TSPI, digital video, and telemetry data and the research, interpretation, analysis applicable to new and improved techniques, tools, technologies, and processes for the accomplishment of test support objectives. Ensures that the resolution of technical problems is consistent with program objectives, cost, schedules, and performance criteria.
  • Serves as the organizational security liaison to provide oversight and compliance of organizations Operating Instructions (OI), facilities secure rooms, incident inquiries, and access control specialists.
  • Provides oversight by routinely initiating plans and directs facility configurations, system upgrades, maintenance, and operational aspects associated with all mission support operations. Able to recognize and analyze problems, conducts research, summarize results, and provide appropriate recommendations and solutions to management, as well as provide continued improvement of facility support capabilities. Provides oversight and management of UEI compliance aspects and financial management tasks.
  • Routinely participates in technical meetings, conferences, and symposiums with representatives of other government agencies, and industry to provide, gather or exchange information on customer support methodologies.
  • Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Plans, organizes, and directs the activities of the organization, ensuring that professional, scientific and technical work complies with legal and regulatory requirements and meets customer needs.
  • Performs professional computer science work.
  • Represents the organization with a variety of installation and functional area organizations.

  • Obtain and maintain Security clearance.
  • This is a designated Drug Testing Position.

  • A Bachelor of Science in Computer Science from an ABET accredited institution.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position may be designated as an Non-Critical Acquisition Position covered and is covered by the Acquisition Professional Development Program (APDP).
  • Subject to Temporary Duty Assignment (TDY) approximately 20 days per year.
  • The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

SPECIALIZED EXPERIENCE: Applicants must have at least (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in the Federal Service. Specialized experience is described as (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences.

Knowledge, Skills and Abilities:
  1. Knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of
    professional computer science, and knowledge of other technical disciplines to effectively apply computer
    software, software systems and computer hardware architectural theories, principles, and concepts to areas of
    responsibility.
  2. Knowledge of the principles of planning, program management, and standard acquisition regulations,
    practices, and procedures.
  3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
  4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
  5. Ability to research, evaluate, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
  6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.

Position specific skills and experience desired in a potential candidate:
  • Knowledgeable and experienced in the support of open-air flight and weapon testing to include data analysis and processing of range data resources for Radars, Telemetry, Digital Video, and TSPI information for both real-time mission and post-mission data reduction aspects.
  • 2-3 years of supervisory experience is a plus.
  • 2-5 years of experience with leading team or projects
  • Experience with aspects of facility management a plus
  • Experience with aspects of security policy and practices a plus


Education

To qualify for this position, you must also meet the basic requirements listed below:

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.


Evaluation of Education:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
