This position will be filled under the Office of Personnel Management's Direct-Hire Authority and is open to All United States Citizens and U.S. Nationals. Duties
- This position serves as the Deputy to the Acquisitions and Financial Assistance Program Manager. Assists the Chief of Contracting in the resolution of problems relating to all facets of contracting in which the region is involved, such as effective responsiveness with internal and external customers. Incumbent acts and speaks for the Program Manager in developing and/or making recommendations for facilitating and improving the efficiency, economy, and effectiveness of program accomplishment.
- Assists the Chief of Contracting in formulating programs, budgets, and associated annual plans; developing applicable performance indicators for measuring performance; executing approved budgets and programs to ensure accomplishment of objectives and efficient utilization of funds; evaluating organizational and staffing needs; ensuring the development of proper organizational patterns; ensuring full employee utilization by appropriate job design and employee development; and promoting participative principles in workforce management and seeking effective employee/management communications.
- Supervises two simplified acquisition teams and the procurement analyst team. May serve as a Contracting Officer for these teams.
- Negotiates or approves the negotiation of the majority of the larger contracts and modifications. Assigns contracts to duly appointed authorized representatives of the Contracting Officer.
- Directs the full range of pre-award and post-award contract actions required, including the issuance of solicitations, award of contracts and modifications, negotiation of changes, cost-price analysis, exercise of options, investigation, and resolution of contractor delays, contractor performance appraisal investigation, and resolution of claims, and similar matters. Issues contract modifications to clarify questions concerning such topics as specification changes, language ambiguities, or clarification of contract clauses.

You MUST furnish a copy of current FAC-C Professional certification in contracting. If certificate has expired, applicant MUST submit supporting documentation that shows applicant is current and valid with the mandatory 80 CLP credits.
Qualifications
BASIC REQUIREMENTS for GS-13: To be eligible for consideration, you must meet the following requirements.
- Experience: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions (see Mandatory Agency Requirements below), including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-12 in Federal Service which includes in at least five (5) of the following for pre-award and/or post-award activities: Preparing and issuing solicitations; reviewing offers for responsiveness to the solicitation; preparing responsibility determinations; preparing a contract award; administering
protests; contract administration work such as monitoring of contract performance; negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities; monitoring of payments; monitoring of submittals; performing cost and/or price analysis; mentoring of junior Contract Specialists; supervising subordinate employees; purchase card program administration; financial assistance program administration; or reviewing and applying policy.. Experience should also include leading or supervising a diverse group performing acquisitions related work. This information must be clearly supported in the resume; AND
- Education: A 4-year course of study leading to a bachelor's degree with a major in any field that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. NOTE: Current and former federal employees MUST submit documentation (i.e., SF-50(s) covering the period from January 1, 2000) for verification of the above referenced exception criteria to receive consideration. Failure to provide these documents will result in non-consideration for this vacancy.
- Waivers: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements listed in numbers 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. NOTE: Bureau of Reclamation employees currently occupying a Contract Specialist position on an approved waiver MUST upload a copy of the waiver at the time of application.
Mandatory Agency Requirement: FAC-C Professional Certification via the Federal Acquisition Institute (Federal Acquisition Contracting-Certification (FAC-C). This certification must be maintained for the duration of employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 10/11/2024.
Education
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
