Duties
The Office of Procurement and Contracts (APC), Office of the Administrator (A) at the National Gallery of Art has the responsibility to negotiate, award, and administer the Gallery's contracts. Requirements range from simple supplies to complex, multi-million dollar construction projects. This position is APC's technical authority and operational manager and acts as the Chief in their absence. The incumbent is responsible for supervising APC staff as well as planning, directing, coordinating and overseeing acquisition activities.
Duties for this position include
- Oversee and manage subordinate staff members, all acquisition services provided by the Department, including pre-award and post-award phases of acquisitions of various types, including services, supplies, architect and engineering services, and construction.
- Directs the operation of the Department, including day-to-day acquisition support services. Determines program priorities. Formulates Department goals, objectives, and long range plans. Develops and implements Department policies and procedures.
- Develops and prepares budget goals, short and long-range budget plans for all Department opearations, and justifications for budget requests. Works closely with the APC chief in budget decision-making for the Department,
- Supervises and manages subordinate staff in the Department by providing direction, leadership, counseling, and guidance. Assigns and monitors staff workload. Oversees staff training. Initiates and/or reccommends personnel actions such as recruitment, promotion, award, disciplinary action, performance apprasials, and reassignment of subordinate staff. Ensures Department staff comply with applicable regulations, policies, and procedures.
- Provides advice and assistance to the Department Chief in a wide range of management issues including organizational planning and staff development. Compiles and drafts reports for the Department's Chief's review and signature. Serves as a liasion with other Gallery divisions/departments and external representatives of government agencies and private industry.

Qualifications
Specialized Experience Statement: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems:

Experience leading a staff in the procurement of a wide variety of goods and services, including architecture and engineering and/or construction services;

Experience analyzing and developing acquisition policies, procedures, and guidance;

Experience within an acquisition organization for: quality control of work product; resource management,(staffing patterns and organizational alignments); supervising and/or mentoring a staff of employees; training of acquisition professionals; and assignment or oversight of employee workload; AND
-
Experience in drafting/editing reports and presentations for senior management review, serving as a liaison to external government agencies; and providing advice and assistance to a senior leader on office management and organizational planning.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level.
