Qualifications
Basic Qualifications:
- Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND
- A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
- Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Specialized Experience:
To qualify for this position, you must have one year of specialized experience at or equivalent to the GS-15. For this position, specialized experience is defined as 1) providing technical direction and guidance to subordinate staff on all aspects of an agency's acquisition program, 2) managing the full range of negotiations, award, modification, management/administration, and termination of contracts, and 3) ensuring appropriate application of procurement laws and regulations.
Mandatory Qualifications:
In addition to meeting 1) the basic qualifications and 2) the specialized experience statement listed above, applicants must address the following mandatory qualifications separate from their resumes. Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical qualifications. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement. Your responses to the MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, particularly, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

Mandatory Technical Qualifications (MTQs): Maximum of two pages per MTQ.
- MTQ 1.Describe your experience leading a team of contract specialists, including setting priorities, assigning work, and providing guidance and feedback; providing analysis to advise on procurement matters including contract documentation, legislation issues, and congressional inquiries impacting contracting matters, developing procurement policy and changes in procedures through analysis of major procurements for statutory and regulatory compliance and a macro-analysis of contracting matters; advising internal stakeholders on high-level legislation & policy matters to recommend and/or lead change in the procurement process; performing oversight & audits to review contract files, compiling lessons learned to ensure consistent policy application. Does your experience include managing an agency-wide government purchase card program? What kinds of specialized knowledge did you acquire?
MTQ 2.Describe your experience with managing an annual budget of $10M or more. What were the sources of the funds? Were there multiple funding streams with multiple restrictions? Describe controls for funds and deadlines for obligations. What software did you use to manage funds and budget?
MTQ 3. Describe your ability to (a) lead and (b) perform data analysis for a specified topic. Consider your experience with data recording, reporting, collection, and processing functions; and data outputs and analyses that deliver necessary information to support program planning and management. Note the software applications you have used to carry out and present your analyses, and the ways you have presented it – both in person and virtually. Describe any internal/external reporting requirements you were required to adhere to.
MTQ 4. Describe your skill in setting short- and long-term goals for yourself and others. How have you ensured that the activities of a team are well-integrated with those of other teams? How have you planned a year or more ahead of time, and then delivered on that plan? Address the way and frequency with which you have collaborated with others to achieve something greater than one person can achieve. Elaborate on methods and outcomes related to generating new ideas for opportunities and initiatives to advance an employer's goals. Has professional development and education factored into the way you lead others – how do you keep up to date on the latest information in your field? Describe the way you supervise and mentor others, including the full range of hiring, supervising, and terminating as circumstances warrant.

Applications will be evaluated based on the quality and extent of accomplishments and experience as they relate to the Mandatory Technical Qualifications (MTQs). This information will be obtained from the application and narrative statements. Failure to provide specific information in each of the narrative statements will result in you receiving a lower rating or disqualification. A minimum qualifications screening will be conducted by Human Resources. Eligible applicants will then be evaluated by evaluated by a screening panel composed of a diverse mix of senior executives and/or general officers selected from organizational and/or functional backgrounds relevant to this position. The panel will rate minimally qualified applicants in order to determine which candidates are considered "Superior" (top), "Very Good" (middle), or "Acceptable" (bottom) category. Generally, only the individuals in the Superior (top) category will be referred to the Hiring Manager/Selection Official for interview.
