This position is in the Office of Planning, Analysis and Risk Management (OPARM). The position functions as the branch chief in the Data Governance Branch (DGB) and is primarily tasked with coordinating data governance and data management efforts to improve data quality and transparency, enhancing data management practices, integrating data delivery, and leading the governance of data management practices.

This vacancy will be filled with the data science 1560 series using the GW-007 Government-wide Direct Hire Authority for Scientific, Technical, Engineering and Mathematics (STEM) positions. Duties
- Directs the development and interpretation of policies, procedures, and strategies governing the quality, integrity, and interoperability of data throughout the FSIS.
- Manages a FSIS enterprise-wide data governance framework with a focus on data quality, data sharing, adoption requirements and protection of FSIS data through data governance policies, standards, principles, governance metrics and processes.
- Directs the development and implementation of standards, directives, procedures, and guideline that support the documentation and implementation of data governance across the diverse FSIS functional areas.
- Partners with the Office of the Chief Information Officer (OCIO) to ensure proper systems and methods are used for data collection and governance. Assigns DGB staff to collaborate with OCIO on data governance contracts.
- Sets priorities for FSIS to ensure successful delivery and execution of data sets to alignment with FSIS and management goals and objectives.
- Oversees the development, communication strategy, and roll out of employee-based training regarding compliance with data governance and information management policies.
- Directs the development and maintenance of the FSIS enterprise data business glossary, data dictionary, data lineage and data catalog.
- Responsible for setting short and long-range goals for the staff, assigning work to employees, developing, and holding employees accountable for performance plan objectives.

Qualifications
You must meet the following basic education requirement to qualify for this position. You can meet the requirement with education, or a combination of education and experience as follows:
- Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
Or
- Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Specialized experience: You must have one year of experience equivalent to the GS-13 grade. Your resume must describe your experience in detail and show that you meet five of the following six elements:
- Directing staff on policy matters related to data governance, data strategies or data program administration.
- Experience managing an enterprise-wide data governance program.
- Utilizing a variety of programming languages and tools to build data pipelines for aggregating information from different sources systems. Your resume must clearly show examples of the languages and tools you have used (e.g. Python, SAS, SQL) and how you used them.
- Implementing policies, regulations, or guidelines across multiple program or functional areas within an organization.
- Developing plans for data management or data governance projects or activities
- Experience utilizing a qualitative or quantitative methods to assess programs and/or procedures.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
