Summary


This position is located at the Loveland VA Health Care System in Colorado, in the Radiology Department under the direction of the Chief, Diagnostic Radiologic Technologist (DRT). As a Supervisory (DRT) you will support the mission/vision statement for the Service and perform receptibilities independently with guidance as needed from the Chief Technologist including direct supervisor responsibility of CT, General Radiology, Fluoro and Ultrasound as well as Radiography students.

Duties


**This is an open continuous announcement. First pull of applications will occur around 8/26/2024 then every 2 weeks until the closing date or until the position(s) have been filled.**In this position you may be expected to perform radiology procedures during the absence of appropriate staffing so that direct patient care services are not affected and continuity of service is maintained. You are also expected to perform in an acting role from time to time when the Chief Technologist is otherwise unavailable.

Duties Include but are not limited to:

  • Incumbent directly supervises, evaluates and directs work performance of subordinates in General X-ray, Ultrasound, and CT across all locations of the Radiology Department.
  • Assists the Chief Technologist to coordinate and manage aspects of radiology and imaging services to achieve optimal utilization of the available resources to include scheduling, funding, space, equipment, and support purchases. This requires coordination of activities between local clinical managers, medical center leadership, VISN leadership, and VACO.
  • The incumbent's ability to identify and implement methods for improving the efficiency and effectiveness of performing these services and the liaison role the incumbent plays affects the overall operational services to our Veteran patients, their families and the community.
  • Assists the Chief Technologist to plan work schedules to assure an even flow and distribution of work; explains work requirements and assigns work on a daily and weekly basis, accounting for weekend and evening shifts (if necessary); sets deadlines and priorities; develops operating instructions; identifies equipment requirements; recommends methods to improve work quality and productivity; reviews the work in progress or upon completion by spot checking, as appropriate.
  • Directs on-the-job training for employees and provides back-up skills by cross training. Confers with radiologists to develop standard and non-standard exam protocols.
  • Advises employees of the performance requirements of their positions, keeps them informed of their progress in meeting the requirements, and prepares formal evaluations of employee performance.
  • Assigns work based on priorities, consideration of difficulty and requirements of assignments, and capabilities of employees.
  • Decides on training needs and training requests related to employees, and reports these needs to the Chief Technologist.
  • Evaluates contract technologists' work (when applicable) to ensure quality and standards compliance.
  • Assist Chief Technologist to make decisions on work problems presented by facility supervisors, administrators, facility team leaders, similar personnel, and contractors.
  • Provides advice, counsel, or instruction to employees on both clinical and administrative matters.
  • Follows established Quality Assurance (QA) guidelines and protocols to ensure integrity, availability, authenticity and confidentiality of imaging data transmitted by the various modalities. This requires personally previewing imaging coming from modalities prior to storage in the PACS archive. Communicates in a professional and cooperative manner to be able to work with other employees and service lines.
  • Keeps abreast of current published material pertinent to position in order to keep pace with the rapid growth and technological changes occurring in the field of radiology.
  • Assists the Chief technologist in managing staff resources to accomplish the needs of the Medical Center taking into consideration factors such as staffing levels, staff retention, budget, strategic planning, staff productivity, etc. The incumbent pursues data driven decisions using benchmarking, time-motion studies, and other measurable factors to assess outcomes.
  • Assigns work based on priorities, consideration of difficulty, and requirements of assignments, and capabilities of employees.
  • Prepares formal requests and recommendations for promotions, reassignments, quality increases or other performance awards for Diagnostic Staff assigned to them.
  • Assists the Chief Technologist with responsibility for the technical aspect of radiologic equipment operation and safety and for carrying out the recommendations of the Radiation Safety Committee.
  • Participates in the evaluation and recommendation of equipment purchase.
  • Participates in quality performance/improvement activities and ensures compliance with JCAHO requirements for activities under his/her area of responsibility.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
  • Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
  • Credentialing Standard: Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
  • English Language Proficiency: Must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
Grade Determinations for GS-11 Supervisory, Diagnostic Radiologic Technologist:

Experience.

  • At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as supervisory radiologic technologist.

Assignments.

  • For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by their cumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:

Supervisory Diagnostic Radiologic Technologist-

  • The incumbent functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.

The candidate must demonstrate all of the following technical KSAs:

  • Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
  • Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity.
  • Skill in problem solving and conflict resolution.
  • Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound).
  • Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions.
  • Skill in participating in organizational facility initiatives, workgroups, and/or committees.

Preferred Experience: Supervisory. X-RAY, CT, MRI, and US are all desirable for this position.

The full performance level of this vacancy is GS-11.

Physical Requirements: Bending, pushing, pulling, reaching and occasional kneeling, crawling and squatting; lifting, carrying, bending, and manipulation of equipment; patient assistance and positioning; walking and prolonged standing; the ability to read written orders, computer screens, patient records, and equipment controls; and the ability to communicate with patients, physicians, and coworkers. Near visual acuity to assess patient's physical condition when performing exams and evaluating images for diagnostic quality. Must be able to speak and hear to communicate with patients; ability to make critical decisions, interact with patients of different ages and health conditions, maintain patient confidentiality, work under stressful conditions, such as operating or emergency rooms.
