This position is located with the BLM Fire & Aviation Directorate, Div. of Support Services, Remote Sensing Branch, Depot Section located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Information can be found at https://www.boisechamber.org/

Duties

  • The primary purpose of this position is to serve as a supervisory senior electronics technician providing expertise for RAWS development, operations, service, and support.
  • The incumbent is an interagency focal point for RAWS in association with training, quality assurance, and research and development activities.
  • Oversees planning, execution, and quality control of depot-related work; monitoring of all depot production; and output, maintenance, refurbishment, calibration, and certification of all RAWS systems and components under contract.
  • Develops and implements RAWS Depot Support Section troubleshooting, maintenance, operational, safety, and certification standards, as well as procedures necessary to maintain RAWS within specified standards.
  • Maintains accurate records regarding time and funding resources committed to all depot activities. Tracks all personnel, equipment, and expenses to clearly show the efficiency and/or effectiveness of Depot Section performance.
  • Performs quality control functions or activities as RS/FWSU Quality Control Officer to ensure all systems and sub-systems meet NFDRS and ISO 9000 requirements.
  • Develops original and extensive methods and procedures for evaluating, testing, and maintaining metrological systems and equipment which focus on adherence to quality control standards.
  • Performs research and development functions or activities as RS/FWSU Research and Development Officer by conducting experimental tests and evaluations on newly designed metrological systems.
  • Researches the feasibility of new or proposed changes to system operational and certification standards and procedures to evaluate their specific applicability and effectiveness,
  • Supervises personnel and assigns duties to safely and efficiently accomplish the workload of the RS/FWSU Depot Section. This includes direct oversight of electronics technicians, inventory management specialists, and material handlers.

Qualifications

Specialized Experience:

For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in technical and administrative supervision of electronic theory technicians; experience in repairing, maintaining, calibrating, redesigning, and modifying complex multi-discipline automatic weather systems utilizing schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas; experience in applying theoretical understanding of electronics to the evaluation of systems, equipment and components against performance standards, design parameters and user requirements; experience in the development of test procedures to locate systems and equipment design deficiencies in order to provide solutions to complex interrelated problems; experience developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events; experience working with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for specialize experience at the GS-12 and above grade levels.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: The incumbent is required to remove and replace intricate electronic and electro-mechanical components while looking through a magnifying glass; lift moderately heavy items weighing less than 50 pounds; and bend, crouch, stoop, stretch, and climb. Performance of field maintenance work may involve walking over rough, uneven, rocky, or slippery surfaces and operating all terrain vehicles (ATVs) and/or snowmobiles.

Work Environment: The incumbent works primarily in a shop environment and is exposed to moderate risk of dust, chemicals, noise, electrical hazards, moving machinery, and adverse outdoor conditions. The incumbent will also be required to perform limited duties as a lead field technician that may lead to exposure to high risk and potentially dangerous situations such as fire and all-risk incidents, hazardous terrain, low-level helicopter flight, and tower climbing above 50 feet.
