Duties
This position is located in the Howard C. Liebengood Center for Wellness, Employee Assistance Program
Division, Office of the Chief of
Staff, United States Capitol Police
(USCP). Oversee and administer the Employee Assistance Program (EAP). Establishes
the program’s objectives and goals, and identifies and assesses external
treatment services and rehabilitation facilities. Manages the EAP resources
including formulating and executing the budget and monitor all aspects of
resources to include training-related requirements.
Research new therapy services or rehabilitative programs for inclusion in
the EAP. Conducts analysis and evaluation of the effectiveness of external
treatment and rehabilitation program. Provides program-related briefings,
presentations, and trainings to executive leadership and managers regarding
emergent issues. Involved in groups and organizations oriented toward the
prevention and identification of various types of abuse, and other emotional
and behavioral problems.
Participates in training conferences and workshops to remain current in
subject matter expertise relevant to the Department. Conducts quantitative and
qualitative EAP-relevant data analysis (i.e. employee trends, utilization
rates, training evaluations, etc.). Writes and reviews contract proposals and
modifications for EAP-related services.
Serves or may assign an EAP Specialist as the initial point of contact for
employees who refer themselves or are referred for counseling or evaluation.
Reviews and approves referrals to external treatment and rehabilitation
programs or facilities. Ensures and assists employees in attaining satisfactory
ways of coping with problems that may be causing distress. Identifies and
redirects employee’s actions that may be harmful or self-destructive and
assists employees in evaluating, understanding, and arriving at workable
solutions.
Performs the administrative and human resource management functions relative
to staff supervised. Establishes guidelines and performance expectations for
staff members, which are communicated through the formal employee performance
management system. Observes worker performance and conducts work performance
critiques. Resolves any informal complaints and grievances. Develops work
improvement plans, recommending personnel actions as necessary.

Must complete a one-year probationary period.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-12 level you must have one year (52 weeks) of specialized
experience equivalent to at least the CP-11/GS-13 level that is in or
directly related to the line of work of the position to be filled. Specialized experience is
defined as experience that includes: 1) expert level knowledge leading a team
of highly skilled technical experts in executing a multifaceted agency-wide
program; 2) knowledge of employee assistance and human behavioral
concepts, principles, techniques, practices, regulations, and policies
sufficient to plan, organize, and evaluate a comprehensive program; 3) ability to create and maintain professional relationships with internal and
external stakeholders to identify the needs of the Department and provide
support based on those needs; and 4) skill in briefing techniques
sufficient to develop, prepare, and present formal briefings to senior officials
and conduct meetings and seminars for large and small working groups.
