Duties

This position is in the Export-Import Bank of the United States (EXIM), Office of External Affairs (OEA) at EXIM. The Office is responsible for managing EXIM's external affairs programs, including the planning and execution of high-level special events, stakeholder engagement and outreach, advance and protocol support for the Office of the Chairman, and oversight of congressionally mandated and other advisory committees and councils.

Duties include, but are not limited to:

  • Establishes, monitors, and updates OEA-wide performance standards, operating policies, processes, and procedures to ensure alignment with agency priorities and applicable OPM, OMB, and other regulatory requirements. Leads change management and continuous improvement efforts across the Office.
  • Serves as OEA's principal day-to-day leader and decision-maker, with broad authority to plan, direct, coordinate, and evaluate external affairs functions. Establishes authoritative decisions on program priorities, resource allocation, staffing, and operational policy for the Office.
  • Establishes, monitors, and updates OEA-wide performance standards, operating policies, processes, and procedures to ensure alignment with agency priorities and applicable OPM, OMB, and other regulatory requirements. Leads change management and continuous improvement efforts across the Office.
  • Performs special projects as requested by the SVP of OEA, the President, and the Chairman. Special projects may include data analytics, creation of strategic reports, responses to congressional inquiries, and other high-priority assignments.
  • Accompanies the Chairman and Board members on speaking engagements and external events as appropriate. Coordinates with trade groups, exporters, banks, and other stakeholder organizations to arrange meetings and speaking opportunities for EXIM's Chairman, Board, and senior officials. Manages the tracking and monitoring of Chairman and Board-level travel and event participation for strategic planning purposes.
  • Provides senior advisory services and support to the Office of the Chairman and the SVP on matters within the external affairs portfolio. Advises the Chairman, Chief of Staff, and senior EXIM leadership on strategic opportunities, challenges, and emerging issues involving external engagement, events, stakeholder relationships, and advisory committee activities.
  • Exercises significant responsibility in dealings with officials of other EXIM offices and external organizations, representing OEA before senior agency officials including the Chairman, Board members, and the Chief of Staff. Identifies and implements ways to eliminate bottlenecks, promote team building, and improve business practices across OEA.
  • Provides overall administrative leadership, vision, planning, and evaluation for all aspects of OEA's operations, including budget and fiscal management, procurement and contracting oversight, information and technology resources, travel authorization, and human resources management.
  • Oversees OEA's annual administrative budget and reviews, authorizes, and approves travel, personnel actions, expenditures, and related budget and human resources matters. Ensures all spending and procurement actions align with the budget approved by the Office of the Chief Financial Officer.
  • Provides oversight and approval authority for OEA's contracting and procurement activities, including vendor selections, contract modifications, and expenditures for special events, conferences, and other office requirements

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

  • Experience leading an organization responsible for external affairs, stakeholder engagement, strategic communications, public affairs, government relations, protocol, or comparable executive outreach programs by establishing organizational priorities, directing staff, and evaluating program effectiveness.
  • Experience developing and maintaining strategic relationships with senior government officials, industry leaders, trade associations, financial institutions, congressional stakeholders, or other executive-level partners to advance organizational objectives.
  • Experience advising senior executives on complex or sensitive issues involving stakeholder engagement, executive events, public-facing initiatives, or organizational priorities, and providing recommendations that influence executive decision making.
  • Experience managing major organizational programs or initiatives, including planning, resource allocation, performance measurement, budget oversight, procurement activities, or contracts supporting executive-level operations or high-profile events; AND
  • Experience supervising professional staff by planning work, establishing priorities, evaluating performance, resolving personnel issues, and developing employees to accomplish organizational goals.
Education cannot be substituted for experience at the AD-00 grade level.
