Summary

This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Facilities Specialist, you will be directing facility support that aids and facilitates mission success in the areas of foreign intelligence, counterintelligence, cyberintelligence and IN program management across the DOE complex on a daily basis.

Duties

As a Supervisory Facilities Specialist, you will:

  • Direct the operation of the Facilities Division and serve as the principal point of contact within the Office of Intelligence and senior staff.
  • Seek to resolve sensitive or controversial issues, obtain the Mission Support Directorate's concurrent for planned actions or receive broad guidance on choosing appropriate courses of action concerning important policies/topics.
  • Provide advice and guidance to the Deputy Director and senior staff members on assigned projects and program direction for a wide range of complex issues that often involve highly sensitive or politically related aspects.
  • Translate space initiatives and tenant requirements into a coherent, cohesive program and an effective design consistent with administrative policies, technical standards, security concerns, and business strategies, and optimizing organizational flow, form, and functionality.
  • Direct, coordinate, or oversee the work of leaders, team chiefs, group coordinators, committee chairs, or comparable personnel. Assures reasonable equity among units, groups, teams, and projects of performance standards and rating techniques; review and approve serious disciplinary actions (i.e., suspension) involving nonsupervisory subordinates as approved by higher level officials.

  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from the federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified in this announcement. Situational telework may be approved at the discretion of the supervisor.
  • This position is not included in a Bargaining Unit.
  • New supervisors are required to complete 80 hours of supervisory training, of which 40 hours must be completed during your first year as a supervisor.
  • New supervisors/managers are required to serve a one-year probationary period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  • Planning and managing facilities operations including space allowances, tenant requirements, designs, and resource management to ensure compliance with security standards, applicable administrative and technical policies.
  • Supervising or leading staff in assigning work, setting priorities, evaluating performance, resolving issues, assessing, and identifying training needs.
  • Collaborating and partnering with internal and external organizations on facilities and security matters, programmatic issues, policies, and operational aspects of facility management.

Education cannot be substituted for specialized experience at the GS-15 grade level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
