Summary

This position is a Supervisory Fish Biologist, GS- 0482-12, working in Essex Junction, VT, for the Lake Champlain Fish and Wildlife Conservation Office.

Duties

As a Supervisory Fish Biologist your duties will include but are not limited to the following:

  • Supervise staff engaged in professional and technical work at the station. Plan work to be accomplished, direct and review work. Interview candidates for positions; review and make recommendations and decisions regarding selections, promotion, termination or transfer of subordinates; prepare and certify job descriptions; appraise performance of subordinates, preparing annual efficiency ratings; and resolve or recommend solutions to major employee relationship problems or complaints.
  • Serve as the Program Manager for the Sea Lamprey control program at the Lake Champlain Fish and Wildlife Conservation Office and lead the efforts investigating factors influencing rate of larval growth and metamorphosis, downstream movement of larval lampreys in rivers and into lentic or lake environments; providing leadership in projects that lead to a greater understanding of sea lamprey life-history, population biology, and population dynamics; planning, directing, and executing spawning-phase sea lamprey trapping as part of an integrated pest-management program; planning, directing, and executing all phases of program that provide knowledge on rate of establishment, growth, and time of metamorphosis of sea lamprey reestablished after chemical treatment; and, assisting in the development and investigation of alternative sea lamprey control techniques.
  • Plan, schedule and conduct sea lamprey surveys as dictated by the needs of the control program and the time and staffing available. These surveys will determine the presence or absence of sea lamprey, delineate their distribution with the systems, determine the size and abundance of larvae, and note the species, relative abundance, and distribution of fishes, native lampreys and other aquatic organisms present. Investigate the general physical characteristics of the streams, recommend suitable chemical application sites, and prepare detailed stream analysis reports to facilitate chemical treatments.
  • Develop project proposals and studies designed to promote management of invasive species and restoration of interjurisdictional fish and wildlife resources. Prepare and present reports at regional meetings and for publication in scientific journals and technical documents.
  • Participate in multi-agency committees, especially technical committees of the Lake Champlain Basin Program and the Lake Champlain Fish and Wildlife Management Cooperative, for the development and implementation of cooperative resource plans and regulations concerning invasive species management and restoration of interjurisdictional and international fisheries.

Qualifications

Only experience and education obtained by 11/06/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
  1. Degree with a major in biological science that includes (a) at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and (b) at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.). OR
  2. Combination of education and experience that includes courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown above, plus appropriate experience or additional education. This combination, taken together, is comparable to a degree as described above.

Minimum Qualification [GS-12]
  1. One year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service performing work in or directly related to the position to be filled. Specialized experience may include: (1) statistically analyzing scientific fisheries data and drawing conclusions from data to recommend management actions; (2) leading biological and technical staff to complete work plan objectives and tasks; (3) collaborating with scientists and other representatives to solve biological problems encountered in fishery science; (4) preparing reports of scientific findings and delivery presentations at meetings, professional conferences, and symposia; (5) serving as a technical expert on sea lamprey biology on multi-agency work groups and technical committees.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
