Duties

  • Provides guidance to the Lead, Specialists and Assistants on the operation and activities of the Delegated Examining Unit, merit promotion procedures, and pay administration.
  • Upholds merit systems principles and develops and issues personnel instructions and policies.
  • Studies and determines solutions to unusually complex or broad operating problems involving Recruitment and Staffing issues; leading innovative HR initiatives in an effort to develop and implement strategic Recruitment and Placement plans.
  • Provides sound, technical advice and communicating technical HR concepts effectively to management.
  • Performs the full range of supervisory duties, particularly facilitating work by maintaining good working relations and by coordinating with others on the goals, priorities, and organizational needs.
  • Works closely with HQ Leadership to advise and make recommendations that lead to problem solving and solutions.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as experience providing human resources advice and guidance in recruitment and placement, programs to management and staff; comprehensive knowledge of and skill in applying a wide range of advanced recruitment, placement, and staffing principles, concepts, practices, and regulations; leading or serving as team member on special projects or comprehensive studies to examine recruitment, placement, and staffing problems or issues to find solutions, evaluative alternatives, and make recommendations to complex problems and situations; advises management on a wide range of recruitment and placement issues such as workforce planning, special placement programs, recruitment methods, special pay incentives, and reviewing data from automated platforms, performs analyses, summarized information, identifies trends and develops and implements recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
