Summary

About the Position:

This position is a Supervisory Health Systems Specialist position located at Fort Drum, New York 13602.

Salary negotiation may be available for those candidates who are new to Federal service.

Duties

  • Serve as Supervisor, providing technical and administrative supervision to civilian and military employees assigned to the Branch.
  • Counsel military personnel from all branches of the uniformed services, retirees, and the families of those being processed through the Army Physical Disability Evaluation System (APDES) on their rights, benefits, privileges, or obligations.
  • Coordinate evaluation appointments; schedules follow-up appointments for National Guard and Reserve Component (RC) personnel for approved line of duty (LOD) related injuries.
  • Counsel and advises active and RC officers, enlisted, and retired personnel and their Families, who are being processed through the APDES.
  • Advise Soldier of the necessity of obtaining sufficient documentation (medical and non-medical) concerning the Soldier's ability to perform military duties and the severity of the Soldier's disease or injury.
  • Refer personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration and Veterans Affairs (VA).
  • Applie sound judgment, ingenuity, and persuasiveness in motivating apathetic or negatively inclined individuals, including psychiatric, seriously ill and terminally ill patients, to apply for benefits for which they are eligible.
  • Must have extensive knowledge in automation equipment usage to document progress, concerns or other issues relevant to the Soldiers case.
  • Responsible for preparing and conducting various briefings and training relevant to the APDES to the installation leadership.
  • Cont'd: Officer Professional and Noncommissioned Officers Professional Development, installation Town Hall Meetings, Warrior Transition Unit, hospital clinical and administrative support staff.
  • Coordinate with the Installation Judge Advocate General, Soldier's unit, and Department of Army (DA) level Human Resources (HR) Command to resolve medical separation verses administrative separation of enlisted and officer personnel.
  • Coordinate with various Major Regional Reserve Commands and State National Guard Headquarters on a routine basis in order to support readiness and fitness evaluations for Soldiers in the reserves or guard components.
  • Explain and prepares Continuance On Active Duty and Continuance On Active Reserve requests as well as extensions to active duty or Active Guard Reserve.
  • Provide information to MTF/Regional Medical Command (RMC)/Medical Command (MEDCOM) on the status of all activities under his/her supervision
  • (e.g. MEB/PEB processing, LOD management, decedent affairs, correspondence, birth registration, workload accounting/medical statistical reporting, etc.).
  • Plan work to be performed thru subordinate lead specialists of a staff of two or more, sets and adjust priorities, and oversee work of multi-sections/units for completion.
  • Assign work based on priorities, difficulty and requirements of assignments, and capabilities of employees.

  • Incumbent must successfully complete the 6I-F4/340-F3 Training and Certification Course within 180 days of appointment and annually thereafter.
  • Temporary Duty travel (TDY) may be required up to 5%.

Specialized Experience: One year of specialized experience which includes working in a medical treatment facility analyzing and advising on health care system issues and policies; providing analysis for the quality improvement programs; identifying administrative program issues and recommending solutions; monitoring/coordinating personnel matters for an organization/department within a medical treatment facility; providing input/recommendations on budgetary matters; assisting with the assignment of work to subordinates based on priorities, difficulty of task, and/or requirements of the assignment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
