Job Description (Please follow all instructions carefully)

Summary

This position is the primary technical advisor on NAF Human Resources for US hires and foreign nationals. The incumbent exercises broad managerial authority for administering, planning, developing, and directing civilian personnel management programs for UH, MWR, FFSC, and CYP. This position is responsible for overseeing all HR functions for the only OCONUS installation in the SE region.

Duties

Workforce Planning and Employment:
Advises and assists managers and/or supervisors on all NAF HR matters as well as consultation on developing, implementing, and evaluating sourcing, recruitment, hiring, orientation, succession planning, retention, and organizational exit programs necessary to ensure the most effective alignment of HR systems to support strategic goals and objectives within their organizations.

Human Resources Development:
Develops, implements and evaluates activities and programs that address performance appraisals, talent and performance management to ensure that the knowledge, skills, abilities, and performance of the workforce meet current and future organizational and individual needs.

Management and Employee Relations
Develops, implements, administers, and evaluates the workplace in order to maintain relationships and working conditions that balance employer/employee needs and rights in support of the organization's goals and objectives. (For example, performance, discipline, grievances, reorganizations, realignments, relocations, Business Based Actions, transfer(s) of function(s)).

Supervisory Duties

  • Provides administrative and/or technical supervision (including hiring, discipline, evaluation, leave approval, and training) for up to four (4) NAF Human Resource Personnel.
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty and requirements of assignments and staff capabilities.
  • Conducts annual performance reviews of staff.
  • Participates in selection of staffing decisions.
  • Ensures staff receive proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate and corrective action(s) as necessary.

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • A valid State driver's license is required to operate motor vehicles.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • Selective Service Registration is required for males born after 12/31/1959.
  • At the time of hire, must possess a valid US passport with at least six months remaining.

Qualifications

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Knowledge of and skill in applying a wide range of HR theories, concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices.
  • Knowledge of and skill in analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues.
  • Ability to develop new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients.
  • Knowledge and the ability to research a wide range of HR case law, principles, practices, policies, instructions and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations to interpret/analyze precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
  • Knowledge of and skill in negotiation procedures and conflict resolution techniques sufficient for problem solving, advising management, and interacting (when required) with individuals in delicate/highly contested case matters and determinations.
  • Ability to interpret and apply OPM classification guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine appropriate title, series, and pay band/grade level.
  • Ability to identify and determine position and skill requirements to create crediting plans to use in applicant qualification process.
  • Ability and skill in analyzing resource requirements to identify key positions/competencies and develop training plans/developmental assignments for use with management development programs and/or intern programs.
  • Skill in the use of a Human Resources Information System (for example, SAPHR, KRONOS, USA Staffing) and provides training for HR staff and managers.
  • Skill in written and oral communication techniques sufficient to: develop/deliver briefings and correspondence; foster understanding/acceptance of findings; present arguments/ advisory opinions; prepare legal and case documents and effectively communicate with higher level civilian and military officials.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to effectively build working relationships with department heads, managers, employees and other government officials as well as contractors on the installation.
  • Ability to gather, analyze, and present facts.
  • Must have the ability to determine work to be accomplished and set priorities. Must exercise considerable judgment, initiative, and resourcefulness in planning, organizing and controlling functions within scope of responsibility.
  • Thorough understanding of and ability to apply regulations outlined in the Foreign National manual as well as work closely with APF HR and Jamaican and Filipino governments concerning hiring, separations, travel, evacuations, and visa programs.
  • Ability to understand and administer the CYP suitability/background check and drug testing processes.
  • Knowledge of and skill in applying travel regulations for US and FN employees and ability to train HR staff.
  • Must have the ability to deal effectively with a diverse customer base, including de-escalating negative or highly charged interactions with upset employees, visitors, and/or members of the public.

Education

A four (4) year degree in Human Resources, Business Management, or Organizational Psychology and/or equivalent experience in Human Resources that demonstrates competency in the following: attention to detail, ability to interpret and analyze data, working with diverse employee populations, written & oral communication, problem solving, workforce planning, HR development and labor & employee relations. At least one (1) year of previous supervisory experience is required.
