Job Description (Please follow all instructions carefully)

Summary

This position serves as the Supervisory Human Resources Specialist for the Benefits Service Delivery Area, U.S. Fish and Wildlife Service (FWS or Service). The incumbent plans, directs, coordinates, and evaluates the delivery of the Benefit's operational support program to ensure that high
quality Human Resources advice and services are provided to managers, supervisors, and employees.

Duties

The salary used in this announcement is based upon the Rest of the United States pay table. The Supervisory Human Resources Specialist salary will be based upon duty station and locality pay once selected. Locality tables may be found at: 2024 Federal Pay Tables

Positions located in the Anchorage, AK may be eligible for cost of living allowance (COLA) in addition to base salary. COLA rates may be found at: COLA


As a Supervisory Human Resources Specialist your duties will include but are not limited to the following:

  • Leads and/or contributes to special initiatives and projects related to the Benefits Service Delivery Area (SDA) with the goal of increasing the consistency and effectiveness of Fish and Wildlife Service-wide operational Human Resources programs; and recommends solutions to unusually complex problems where guidelines are inadequate and very broad in scope.
  • Manages, plans, organizes and directs the programs and staff associated with the Benefits SDA. Manages all administrative management functions such as developing program plans, development of programs, program schedules, communication plans, and records maintenance.
  • Sets priorities and prepares schedules for completion of work. Establishes and communicates guidelines and performance expectations for employees; Conducts formal performance reviews. Identifies and provides for the developmental and training needs of
    employees; and approves leave and certifies time and attendance, and interviews candidates for positions.
  • Provides support to staff in consulting with management in the area of Benefits ensuring that policies and Office of Personnel Management rules and regulations are understood and followed by customers.
  • Directs staff in the development and presentation of briefing materials and other documents to be used by higher-level management regarding newly emerging and/or controversial projects, legislative, and programmatic initiatives.

In order to qualify for this position you must possess both the Minimum Qualification.

Minimum Qualification GS-13

One year of full-time specialized experience comparable in difficulty and responsibility to the next lower level (comparable to GS-12) in the Federal Government. Examples of experience may include: Oversees, leads and/or manages all processes related to the delivery of benefit programs and to ensure that quality advice and services is provided to employees; provides administrative, advisory and transactional support for the processing of federal benefits, work-life, and retirements to a group of employees; experience with recommending solutions to complex benefit related problems; and experience with assigning tasks, evaluating work performed, handle complaints, grievance, and disciplinary problems regarding subordinate staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
