Summary

As a Supervisory IT Program Manager (Director, Mission Applications Management Division) at the GS-2210-15, you will be part of the Mission Applications Management Division (MAMD), Office of the Chief Information Officer, U.S. Equal Employment Opportunity Commission. If selected, you will serve as the Director of MAMD and be responsible for carrying out the function and mission of the Division through planning, organizing, and directing its activities.

Duties

  • Directs the design, development, implementation, and maintenance of secure an accessible mission-critical enterprise applications and public-facing services, ensuring alignment with agency goals and federal requirements.
  • Leads the agency’s System Development Life Cycle (SDLC) program, integrating security, accessibility, quality assurance, and compliance controls throughout planning, development, testing, and deployment.
  • Oversees enterprise data management functions, including the development and maintenance of secure, integrated databases and repositories that support mission operations and executive-level decision-making.
  • Develops and manages the agency’s Information Engineering Life Cycle framework, establishing standardized processes, tools, and deliverables for government and contractor personnel involved in IT system development.
  • Directs configuration management, version control, and cloud infrastructure coordination to ensure secure, efficient, and reliable enterprise system performance.
  • Supports long-range IT planning and the development and maintenance of the agency’s Enterprise Architecture, ensuring secure, scalable, and accessible solutions that meet current and future business needs.
  • Provides executive-level leadership and oversight for enterprise IT operations, including vulnerability management, defect remediation, system availability, maintenance scheduling, and resolution of high-impact technical issues.

Qualifications

For the GS-15: You must have one year of specialized experience equivalent to the GS-14 level in federal service.

Specialized experience must include:

  • Overseeing complex IT programs involving the delivery of secure, large-scale applications or digital services supporting organizational operations.
  • Applying enterprise-level systems development or modernization practices, including coordinating cross-functional teams and ensuring compliance with federal security and accessibility standards.
  • Managing cloud-based architectures, data environments, or integrated information systems to support mission and business needs.
  • Leading technical staff or contractors, establishing priorities, guiding workflow, and evaluating performance within an IT or systems development environment.
  • Resolving high-impact technical, operational, or program challenges requiring coordination across multiple IT disciplines or business units.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS- 15 level.
