The Software Product Management (SPM) service line under the Office of Information Technology (OIT) manages acquisitions and orchestrate human capital to deliver and sustain software products to, and in support of, Veterans. Serves as Supervisory Operations Manager providing oversight for Information Technology within the Software Product Management, Health Services Portfolio, Clinical Services Product Line.

DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Duties
- Provides input to enterprise technical strategy and makes recommendations for new tools, technologies and platforms to be included. Maintains Technical Architecture Standards for enterprise-wide implementation.
- Maintains Technical Quality guidelines and standards for enterprise-wide implementation.
- Provides team leadership and coaching to peers and System Analysts.
- Responsible for leadership, supervision, control, and decision-making related to Product Line Operations.
- Performs the duties of Operations Manager (OM). The OM duties encompass but are not limited to: coordination of product sustainment efforts, comprehensive knowledge of the product suite and functionality, coordination of all entities involved in product sustainment, contract management for hardware, software, maintenance, etc; ensures Contracting Officer Representatives are assigned, timely approval of invoices, and service level agreements (SLA) are met.
- Manages the sustainment budget ensuring continual funding for all areas of product sustainment and coordinates with IT Resource Management (ITRM) and IT Service Management (ITSM) ensuring budget sustainment for out years; ensures upgrades are planned and performed; ensures hardware refreshes and handles disaster procedures by determining when to declare a disaster and invoking disaster procedures.
- Developing Statements of Work (SOW), understanding of contract clauses based on laws; policy, and procedures contained in Federal Acquisition Regulations (FAR), and other directives.
- Serves as technical liaison between the contractor and the Principle Control Activity (PCA) ensuring satisfactory performance and timely delivery of products and/or services; provides technical direction/clarification and guidance to contract specifications included in the statement of work.
- Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions.

Basic Requirement
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service:

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:combined technical, management and architecture experience with VistA Electronic Health Record comprised of large complex VistA-based products.
