Summary

As a Supervisory IT Specialist, you will serve as the Chief Information Officer (CIO) for SEPA, and as the principal advisor to senior leadership on the application of IT to improve business processes through implementation of Enterprise Architecture and IT planning procedures and the protection of SEPA's mission critical and essential IT systems through strengthened cyber security management and technical controls.

**This is not a remote position.**

Duties

As a Supervisory IT Specialist, you will:

  • Develop strategic, tactical, and capital information technology plans and processes and budgets to support SEPA's mission; collaborate and provide oversight for SEPA-wide information technology (IT) activities within SEPA's Headquarters Office; SEPA's 24x7 Operations Center; and the Southeastern Continuation of Operations (COOP) Site; define and implement policies, procedures and guidelines to ensure efficient and cost-effective information resources planning, acquisition and cyber/computer security in support of SEPA's mission.
  • Serve as the principle advisor for SEPA's Information Technology Management Program, Privacy and Personnel Identifiable Information Strategy, Federal Information Systems Modernization Act (FISMA) and Federal Information Technology Acquisition Reform Act (FITARA) Capital Investment Planning. Responsible for managing and leading SEPA's Physical and Cyber Security Programs. Ensure collaboration and shared planning among IT program elements associated with SEPA's Interconnected Electric Power System Balancing Authority in strict adherence to the North American Electric Reliability Council (NERC) Critical Infrastructure Protection (CIP) Compliance Program.
  • Be responsible for managing and leading SEPA' s Cyber Security Program including: developing plans and measures that address cyber security threats and risks; in cooperation with systems managers, developing cyber security policies and guidance; monitoring the effectiveness of cyber security through self-assessments and reviews; overseeing agency cyber security risk assessments; and ensuring the Cyber Security Architecture and Cyber Security Program Plans are in place and kept up-to-date.
  • Ensure activities are carried out consistent with the laws and regulations that govern and guide them such as executive orders, cyber security directives and national policies governing IT (i.e., the Clinger-Cohen Act, the Information Technology Management Reform Act of 1996, the Government Information Security Reform Act of 2001, the Federal Information Systems Management Act of 2014).
  • Plan work to be accomplished by subordinates, set and adjust short and long - term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters; interview candidates for positions, recommend
    appointment, promotion or reassignment to such positions; and develop performance standards for subordinates.

  • Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
  • On-call (Emergency only) - The duties of this position may require the incumbent to be placed in a 24/7 on-call status during emergency situations.
  • The incumbent must be able to obtain and maintain the required DOE/SEPA certification to serve as a Contracting Officer Representative (COR). Incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.
  • This position requires the ability to operate a Government vehicle. The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.

Qualifications

BASIC REQUIREMENT:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as:

  1. Leading a team of IT professionals and/or Electronics Engineers to maintain an electric utility supervisory Control and Data Acquisition (SCADA)/Energy Management System (EMS).
  2. Leading a team in the implementation of information technology and compliance in support of an electric utility 24X7 Control Center environment.
