Summary

This position is located within the Office of Information & Technology (OIT), End User Services (EUS), End User Operations (EUO), District Operations, at a Veterans Administration duty location within the U.S. The incumbent serves as a primary advisor and point of contact to the Area senior IT executive manager and management officials on information management (IM) issues and IT projects under development or planned for the serviced organization(s).

Duties

The Major Duties of the Supervisory IT Specialist are, but not limited to:

  • Review or conduct audits of information technology (IT) programs and projects
  • Perform needs analysis to determine opportunities for new and improved business process solutions
  • Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully.
  • Coordinate and manage the overall service provided to a customer end-to-end.
  • Develop methods to monitor and measure risk, compliance, and assurance efforts .
  • Provide ongoing optimization and problem-solving support .
  • Provide recommendations for possible improvements and upgrades.
  • Diagnose and resolve customer reported system incidents, problems, and events.
  • Install and configure hardware, software, and peripheral equipment for system users in accordance with organizational standards
  • Install and maintain network infrastructure device operating system software (e.g., IOS, firmware)
  • Troubleshoot system hardware and software.
  • Identifies and provides for the developmental and training needs of employees.
  • Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, August 6, 2025.

TIME-IN-GRADE REQUIREMENT: As a current Federal Employee, you must meet the Time-In-Grade requirement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
  • An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): This position has an Individual Occupational Requirement (IOR). As a pre-requisite to the Specialized Experience requirement, you must meet the following basic requirements.
  • Basic Experience Requirement: To qualify for this position, you must have information technology-related experience demonstrating all of the four competencies listed below:
    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENT: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
  • Specialized experience is defined as: Providing administration and technical assistance/consultation support for a large and complex multi-mission organization that includes OIT staff, contractors, and end users across the organization. Directing a program segment responsible for installation, operations, maintenance, and overall management/control of user desktop hardware, peripherals, and communication equipment (cell phones, etc.) to improve integrity, optimum efficiency, and satisfaction of customer requirements. Supervising projects that require substantial coordination and integration between the Enterprise Service Lines, VA leadership and the functional personnel of the serviced organization, and vendors. Making major recommendations having direct and substantial effect on the organization and projects managed including making recommendations on internal and external program and policy issues affecting the organization in all aspects including technical, financial, and administrative.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note 1: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
