Duties
This position is located in the Export-Import (EXIM) Bank of the United States, Office of the Chief Information Officer (OCIO). This position serves as the Bank's Director of Information Technology (IT) Infrastructure Management (Engineering and Operations) and the Division head of this unit within the OCIO. As the Division head, the incumbent serves as the Agency's lead technical expert on matters of Infrastructure Engineering and Operations including Cybersecurity Engineering and significant facets of Cybersecurity Operations.
This Division, under the leadership of the Division Head, has primary responsibility for all core technology infrastructure operations and engineering activities at the Bank as well as responsibility for the strategy and project execution for all technology elements which comprise the Bank's technology infrastructure. The Division head leads six major units within the division including: Systems Engineering and Operations, Network Engineering and Operations, Middleware Engineering and Operations, Cybersecurity Engineering and Operations, Helpdesk Services and Operations, and Telecommunications Engineering and Operations.
At the full performance level, duties include, but are not limited to:
- Directly supervises six sections comprised of civilian staff and contractors. Plans the work to be accomplished by subordinates, sets and adjusts priorities, and develops schedules for the completion of work. Authorizes and independently plans, develops, organizes and evaluates the work of subordinates responsible for the delivery of EXIM cyber secure infrastructure services. Plans for short and long-range staffing needs while making recommendations on the type of personnel or non-personal service contract support required to meet operational requirements.
- Develops, manages, and executes enterprise level strategies, programs, and policies to provide over 500 staff and over 3000 Bank customers/partners with access to EXIM networks and server and client-based applications and services. Provides oversight of the contractor's activities for engineering analysis, design, cybersecurity, and implementation of new and enhanced network systems as well as the day-to-day operation of the Bank's network, telecommunications services, cybersecurity services and network operations center and COOP/DR site.
- Oversees and manages a comprehensive program operating and sustaining network-based applications and services supporting complex real-time client-server applications executed on hundreds of workstations or unique stand-alone systems. Executes end-to-end service delivery and performance monitoring services for network based physical and virtual applications and services. Provides EXIM, customers and other stakeholders with metrics and statistics measuring compliance with EXIM service delivery and performance standards, goals, and objectives. Liaises with functional, technical, Information Assurance, and other experts within the EXIM community to develop operational functions, tasks, and procedures that ensure the availability, delivery, and cybersecurity of EXIM services.
- Evaluates and analyzes EXIM service delivery and sustainment standards, goals, and objective to design, implement, and manage a holistic service delivery management and execution program for the EXIM Infrastructure while meeting federal cybersecurity requirements. Plans, directs, and oversees the execution of all activities within the Infrastructure Engineering and Operations portfolio including end user support, systems administration, security operations, and network operations. Serves as Agency's senior most reviewer for technical design, cybersecurity design and operation of the Bank's networks, telecommunications services, and Network Operations Center (NOC) operations (including COOP/Disaster Recovery).
- Responsible for the cost-effective delivery of EXIM's OCIO Infrastructure program services, activities, and functions required for the operation and sustainment of EXIM IT services. Analyzes workload, technical and functional requirements, cybersecurity requirements, staffing (civilian, and contractor) and EXIM infrastructure service delivery goals and objectives to develop, validate, and submit detailed Program Budgets and year of execution budgets accounting for the cost of personnel, hardware, software, maintenance, non - personal services, travel, technical refresh, etc., to provide Infrastructure services. Conducts in -depth financial reviews to analyze operational and sustainment costs to measure achievement of Infrastructure Information Management / Information Systems/Network Security 10 service delivery objectives, identify resource shortfalls, and determine reallocation strategies. Develops capital planning, technical refresh, and investment plans synchronized to meet OCIO and evolving cybersecurity service delivery standards, goals, objectives.

Qualifications
CONDITION OF EMPLOYMENT: SPECIAL SENSITIVE (requiring Top Secret & SCI access)
This position is designated as a SPECIAL SENSITIVE National Security position. Prior to appointment (Entrance on Duty), it requires a fully completed and favorably adjudicated National Security Background Investigation (SSBI or SSBI-PR) that is current (within the last 5 years). Once employed, further processing for special access approval (SCI) will occur.
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
- Experience leading, planning, developing, and implementing Federal agency-level infrastructure operations and engineering program utilizing state-of-the-market, commercial, commodity computing, telecommunications, storage and infrastructure capabilities for an entity with over 3000 computing devices and 500 staff.
- Experience leading teams of federal employees in infrastructure design, implementation and operations and the oversight of contracts/contract staff.
- Experience with Federal Cyber security and governance requirements that intersect with computing infrastructure engineering and operations services and the constellation of cybersecurity entities within the USG. Experience with developing inter-agency relationships and ability to reach out to these entities for appropriate assistance and expertise in various infrastructure and cyber security situations.
- Experience with project management disciplines and service delivery disciplines including those around end-user computing as well as service relationships to other IT directorates that rely on agency infrastructure capabilities.
- Experience in the federal business management of an agency's IT infrastructure engineering and operations including the disciplines of planning, budget development and contracting in this domain.
