Duties
Supervises a group of employees, both supervisory and non-supervisory, performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers’ performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.
Utilizes information technology knowledge and experience and manages in support of the Library’s mission.
Plans, directs and coordinates strategic, operational, technical, and workforce aspects of the section. Advises on appropriate tools and methods for integration of the section’s work into the overall OCIO operations.
Manages implementation of the section workload and sets section priorities. Delegates responsibility. Negotiates with the mangers and other senior level officials to create buy- in for positions on specific initiatives, investments, projects and support. Coordinates and directs the evaluation of missions, goals, plans, programs and business processes.
Formulates long-range policies and develops and implements strategies and management guidelines for complex and changing managerial, operational, and IT systems. Plans and carries out programs, resolve conflicts that arise. Integrates and coordinates the work of others as necessary and interprets policies against established objectives.
Contributes to and implements, where applicable, enterprise-wide Project Management and Systems Development Life Cycle (PMLC and SDLC) processes, tools, templates, activities and infrastructure.
Contributes to, and implements procedures and processes to ensure that the IT systems and technologies that are the section’s responsibility are in compliance with the Library’s IT Security and Business Continuity/Disaster Recovery policies and guidelines.
Formulates and administers control and management processes for section IT investment decisions, including a process for maximizing value and managing risks. Monitors and evaluates the performance of IT investments within the section against applicable performance measures.
Serves as a senior subject matter expert for the section, in the subject area to which they are assigned. Serves as senior expert and consultant to managers and officials.
Provides technical expertise in defining the “future state” architecture and IT Services roadmap within the section. Conducts market research and creates technical requirements, statements of work, performance work statements and other documents required for the procurement of IT goods and services required by the section or overall division to support the Library’s mission.
Forges strong, collaborative relationships and builds consensus among stakeholders across the Library to define, implement, and manage the Library’s IT services supported by the division. Develops and maintains relationships among peers in the library and IT communities, and commercial and academic organizations, to continuously identify, select, and implement best practices, processes, and tools for delivering IT services at the Library.
Serves as a change agent by infusing a service-based mindset into all activities, working across the Library, and engaging with all stakeholders to continuously improve the methods and practices.
Provides expert technical advice in the monitoring and evaluation of contractor activities.
Ensures contractor and vendor support of IT services. Collaborates with the Contracts & Vendor Management division, Office of Grants and Contracts, vendors and stakeholders to ensure contract requirements are met and all activities performed in compliance with contract terms.
Evaluates feasibility studies conducted by others. Analyzes technical assessment reports. Recommends modifications to acquisition strategies.
