Summary

The Office of Inspector General is an independent office within the EPA that helps the agency protect the environment in a more efficient & cost effective manner. We perform audits, evaluations, & investigations of the EPA to promote economy, efficiency, and to prevent and detect fraud, waste and abuse. We strive to provide solutions to problems that ultimately result in making America a cleaner and healthier place.

Duties

The Office of Information Technology (OIT) provides the OIG with a wide range of products and services in the areas of application development, infrastructure services, technical support, web development and information security. OIT oversees and manages both the IT security and records management programs. Additionally, OIT performs all information management functions, including but not limited to overseeing information technology purchases and acquisitions.


Responsibilities
The ideal candidate will perform the following duties:

  • Managing and maintaining Hyper Converged Storage, cloud planning, performing /network/software installation, testing modifications;
  • Administering, maintaining and developing on-premise and cloud-based systems;
  • Researching, evaluating and providing feedback on problematic trends; leads the development of tracking and resolution of on-premise and cloud-based infrastructure issues;
  • Planning, and implementing complex IT projects in all aspects of the system development life cycle;
  • Serves as a senior consultant to EPA OIG management officials and staff at Headquarters and regional offices to provide expert technical advice and guidance; and
  • You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This is a Public Trust Position. Employment in this position requires a background investigation. The selectee will be required to complete a Personal Identity Verification (PIV) process that requires two forms of identification from the I-9 Form. We will compare information provided on the I-9 Form to records available from the U.S. Department of Homeland Security. Upon appointment, you may be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.  

Depending on your status, this position may require serving a 1-year supervisory probationary period.

You must meet time in grade requirements within 30 days of the closing date of this announcement.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

You may qualify for the GS-14 grade level, if you possess at least one year of specialized experience equivalent to the GS-13 grade level performing the following duties:

1) Knowledge of IT policies, principles, and practices in the delivery of network and on-premise/cloud infrastructure management services sufficient to designing, developing, evaluating and providing recommendations on new technologies and architectures;

2) Identifies and diagnose IT issues and perform corrective and/or preventive actions for resolution;

3) Develops systems management plans, standard operating procedures, and other documentation to optimize the functionality of systems, networks, and/or data;

4) Organizes and direct the activities of an organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs;

5) Interrelationships among multiple IT disciplines sufficient to manage projects that have a significant impact on the delivery of agency-wide network and on-premise/cloud infrastructure management services; and

6) Communicates with individuals at all levels of the organization to explain technical policies, regulations, and processes.
