Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2026.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

You may qualify based on your experience as described below:
Specialized Experience GS-15 grade level: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Mastery knowledge of system life cycle management principles, including software security and usability; knowledge of information technology (IT) acquisition/procurement life cycle process and requirements to carry out difficult complex assignments and develop new methods and procedures when necessary; experience with how information needs and collection requirements are translated, tracked, and prioritized; knowledge of information security policies, vulnerabilities of computer and data communications systems, and the basic tools and practices for protecting information systems; communicating ideas clearly, both orally and in writing. Must be able to demonstrate through work experience or training that you possess or have potential to develop qualities to successfully supervise. Experience providing expert guidance and support for system engineering of large-scale systems, major system elements, and interfacing systems that are part of a large complex network environment. The Selective Placement Factor for this position is: Experience directing architecture and system engineering for integration of COTS EHR/ERP systems with existing legacy systems. This experience must be evident in your resume.

There is no educational substitution at the GS-15 grade level.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
