Specialized Experience
To qualify for the GS-14 you must have the specialized experience equivalent to the GS-13 grade level or equivalent public or private sector experience. You must have the specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as:
- Expert knowledge of DHS I&A Homeland Security intelligence mission and the role intelligence plays in the relationship between I&A, the DHS Components, and the IC.
- Expert knowledge of developing policies and procedures to govern the functions of an agency, establishing and maintaining executive-level governance constructs, and identifying and analyzing strategies, requirements, resource allocation, and performance to develop goals, objectives, priorities, and plans.
- Providing in-depth review, analysis, and documentation of substantive intelligence community policy, systems, and operations.
- Making decisions and formulating recommendations on a variety of complex areas related to large-scale, day-to-day operations; and developing, implementing, directing, and managing projects and administrative operations of a large organization.
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.
Substitution of education in lieu of specialized experience may not be used for this grade level.

MUST submit a copy of their SF-50 Form which shows competitive and excepted service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
