Duties
Specific duties include:
- Manages and oversees communications of an exceptionally complex nature and special projects as assigned. Coordinates responses with policy offices inside and outside VA, including VBA internal business lines as well as VBA Executive staff, General Counsel, Office of Congressional & Legislative Affairs (OCLA), National Cemetery Administration, Veterans Health Administration, Veterans service organizations and others, as appropriate.
- Forecasts and estimates program requirements, reviews work methods, identifies trends, problem areas, inefficiencies, and inconsistencies in operations, primarily in the coordination of assignments and responses.
- Leads discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate fact; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
- Advises EDU Senior Leadership of unique conditions and issues, which affect program activities, and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees.
- Counsels employees on work and management policies, effects minor disciplinary actions such as reprimands and warnings, and recommends other action in more serious cases. Initiates personnel actions for recruitment, reassignment, promotion, reclassification, etc. Interviews and selects employees for vacant positions.
- Performs a variety of duties to carry out, administer, or advise on work connected with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions.
- Serves as the EDU correspondence management representative with the EDU and the Executive Review team. Assists in reviews of internal and external communication products requiring approval of the EMO, Deputy Directors or Executive Director. Serves as the EDU Plain Language expert and applies the appropriate style guide in reviewing a diverse portfolio of written communication, including letters,
invitations, regulations, notices, policy documents, outreach materials, etc. Directs staff to serve as written communication experts in support of multiple diverse programs, as tasked by the EMO.
- Oversees the preparation and compilation of all VIEWS requests. Responsible for VBA's input into VA and VBA's current electronic document tracking systems. Develops improved processes to meet agency timeliness deadlines and quality expectations and trains EDU Executive Review staff to ensure staff are functional in the Department's electronic document systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/14/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
- For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and
GS-14 Grade Level:
- Specialized Experience: Supervisory experience at a VBA Regional Office or VBA Central Office; AND; Preparing written communication involving departmental policy/programs; preparing speeches/correspondence for high level officials; preparing technical reports, correspondence and recommendations; and consolidating complex information from a variety of sources in final form for presentation (either orally or in writing) in a clear and understandable manner to higher-level officials, subordinate managers, and employees.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may require.
