Summary

This position is part of the Office of Environmental Management - Headquarters, Department of Energy. As a Supervisory Managment and Program Analyst, you will be implementing solutions to achieve organizational effectiveness and advising Office of Environmental Management (EM) leadership on programs to strengthen EM's workforce. You will develop a strategic human capital model for EM, measuring risk indicators of workforce management to allow EM management to make fact-based decisions.

Duties

As a Supervisory Management and Program Analyst, you will:

  • Oversee and provide technical assistance for workforce management policy development and implementation across various Department of Energy (DOE) Environmental Management (EM) programs and field sites.
  • Identify and address deficiencies in workforce knowledge, skills, and abilities, and develops plans for training and development needs.
  • Develop and implement strategic human capital models and initiatives to enhance the performance capacity of the EM organization.
  • Provide expert advice and guidance to EM leadership on complex workforce management programs, policies, and operational activities.
  • Supervise staff, foster an effective work environment, and manage the quality and timely delivery of work products.
  • Serve as a recognized expert and liaison for workforce management, representing EM in working groups, with external stakeholders, and across various government and national organizations.

  • New supervisors/managers are required to serve a one-year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • Occasional travel may be required.

Qualifications

Specialized Experience

A qualified candidate's online resume and personnel records must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service.

Specialized experience for this position is defined as meeting 2 of the 3 of the following:

  1. Assisting in the preparation of strategic plans, human capital, performance metrics, or administrative reports for management decision making.
  2. Gathering and presenting program related data that identifies trends and recommendations to management.
  3. Communicating workforce strategies and policies with stakeholders to provide program information or inquiries.
