Duties

You will serve as a Supervisory Naval Architect (Ship Design) and will be the authoritative, technical specialist for technical product and package development, focused Specifications, Statements of Work (SIOW's), Contract Data Requirements Lists (CDRL's) and incorporation of CG external technical data in total ship systems engineering, represented through development, integration and evaluation of major ship systems (mechanical, electrical, and electronic) modernization, maintenance and repair.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Serve as Ship Design Manager to the Waterways Commerce Cutter Program and related projects to ensure ship design activities are coordinated, integrated, and aligned with program objectives.
  • Design and integrate cutter and ship systems to Coast Guard surface assets supporting mission requirements to ensure systems meet operational needs for navigation, law enforcement, immigration, and search and rescue missions.
  • Develops and manages technical specifications and contract requirements to ship acquisition and modernization efforts to support effective contracting by preparing specifications, Statements of Work, and Contract Data Requirements.
  • Manages and integrates multiple engineering disciplines to the agency surface asset design, modernization, and sustainment efforts to ensure coordinated engineering support across the full lifecycle of cutters, boats, and icebreakers.
  • Functions as the technical authority to cutter technical data package development across all phases to ensure accuracy, completeness, and consistency of technical data supporting acquisition and sustainment.

Qualifications

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. EDUCATION:

    • Individual IOR BASIC EDUCATION REQUIREMENT:
  1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
AND

To qualify at the GS-15 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Specialized experience may include the following:

  • Supervises and leads multidisciplinary naval architecture and marine engineering teams to deliver cutter design and technical products by assigning work, setting priorities, evaluating performance, resolving personnel issues, and ensuring compliance with workforce requirements.
  • Manages total ship system integration for Coast Guard cutters to ensure technically sound designs by coordinating naval architecture, mechanical, electrical, and systems engineering activities and resolving complex technical issues.
  • Directs development of acquisition and sustainment technical data packages for cutters by approving specifications, Statements of Work, Contract Data Requirement List (CDRLs), and contractor engineering deliverables.
  • Plans and manage engineering program resources to meet cost, schedule, and performance goals by developing budgets, schedules, risk mitigation plans, and tracking execution of multimillion-dollar engineering efforts.
  • Serves as senior technical authority and advisor to Coast Guard leadership, program offices, and external stakeholders by presenting engineering recommendations, leading design reviews, and representing ship design interests in high-level forums.

NOTE: Education can not be substituted for experience at this grade level.
