Duties
The Supervisory Operations Research Analyst directs the development and maintenance of data and system infrastructure. The work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision and Air Traffic Organization (ATO). Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Applies an advanced knowledge of the technical aspects of the work directed, relating to design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques to analyze problems of management. Directs the staff in analyzing and identifying drivers related to the operational performance of the National Airspace System (NAS) by designing, developing, and adapting statistical models and other research methods. Provides direction in conducting rigorous, scientific inquiry and analysis to compute metrics and analyze factors applicable to unique and recurring problems in the aviation and aerospace industries, including airline operations and other aviation-related fields.
Directs team in using sound, statistical, scientific, and quantitative models and information to provide overall project results, technical reports, and recommendations to management as a basis for making decisions. Possesses an advanced knowledge of budget, human resources, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Provides direction to the team in identifying and analyzing alternatives, appropriate methods and levels of statistical analysis, statistical sampling, and/or risk analysis; and recommends new policies and procedures based on data-driven analyses and conclusions.
Oversees the capital programs that the Office has underway to modernize its data infrastructure and ensures that these programs are compliant with the Federal Aviation Administration's (FAA's) Acquisition Management System (AMS) and delivered in a timely and cost-efficient way. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Ensures program meets cost, schedule, and performance requirements.
Manages and directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary action, as appropriate. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.
Applies advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. This includes managing the budget, allocating or reallocating resources among subordinate teams and requests for needed additional resources. Projects short and long-term future needs and prepare justifications to support resource requirements.
Has discretion to ensure the alignment of projects/programs with the short-term objectives of Performance Analysis Work affects the safety and security of the flying public and has impacts on the System Operations Service Unit, the ATO, and the FAA, and aviation industry and other external parties.

Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be credible, specialized experience must have been at least equivalent to the
next lower level in the normal line of progression for the occupation in the organization.
Specialized Experience is defined as:
- Experience directing or leading the design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques to analyze problems.
- Experience evaluating program risks, resolving issues, and ensuring that program objectives are achieved through effective oversight and resource management.
