Conditions of employment
- You must be a current Career or Career Conditional GPO employee to apply.
- Selectee may be required to pass preemployment requirements prior to appointment.
- Selectee must undergo a background investigation for a Suitability investigation.
- Selectee may be required to serve a one year probationary period.
- TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
Qualifications
To qualify for the Supervisory Printing Services Specialist, PG - 1654 - 13, you must meet the following requirements:
To qualify for the 1654 series, you must meet one of the following Individual Occupational Requirement (IOR) as listed below:
A) Education:
Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.
OR
B) Experience:
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: 1) Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. 2) Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.) 3) Managing a printing plant that produces printing either for the government or private industry customers. 4) Performing production control work in a large printing plant. 5) Serving as a sales representative for a wide variety of printing equipment. 6) Analyzing the price and cost of preparation and production of printing. 7) Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. 8) Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.
AND
In addition to the above Individual Occupational Requirement above:
Applicants must possess one year of specialized experience equivalent to the PG-12 grade level in the Federal Service that includes:
1) Managing workloads and setting priorities for the successful processing of high volumes of work in order to ensure satisfaction of customer requirements; and
2) Coordinating and communicating with a variety of customers on printing and binding publications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
All qualification requirements must be met by the closing date of this announcement (01/14/2026) to be considered.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.).

Background Investigation:
For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
