Summary

The Deputy Assistant Secretary of Defense (Chemical and Biological Defense) (DASD(CBD)) is the principal advisor to the Assistant Secretary of Defense (Nuclear, Chemical and Biological Defense) (ASD(NCB)) for physical and medical CBD as well as the associate infrastructure. The DASD(CBD) is also directly responsible to the ASD(NCB) for matters associated with chemical and biological select agents and toxins security policy, bio-surveillance, and associated special access programs.

Incumbents typical work assignments may include the following:

  • Serving as subject matter expert and senior advisor, providing professional and technical coordination, analysis, policy development, implementation, and oversight to the DASD(CBD). This includes aspects of research, development, program analysis and acquisition for physical chemical/biological (CB) defense and the associate infrastructure.
  • Leading professional and technical actions related to CB for Strategy and related Business Planning; Research, Development, and Acquisition (RDA) program management, and related functions, to include but not limited to:
    -Transfer of R&D projects to implementation/acquisition
    -Test and Evaluation Infrastructure assessment and management in support of RDA
    -Financial Analysis and Accountability / Enterprise Assessment and Risk Management
    -Interdepartmental and Interagency coordination/International counterpart engagements.
  • Leading the development of strategic guidance that directs execution of physical programs (i.e. protection, detection, decontamination, hazard prediction, etc.) and managing CB related infrastructure throughout the RDA process as well as synchronizes those efforts with the Joint Capabilities Integration and Development Systems (JCIDS) and Planning Programming and Budget Execution (PPBE) processes.
  • Developing chemical and biological defense senior level input to OSD national security policy requests, Defense Planning Guidance, CB defense fiscal guidance allocation, and development of OSD CB Defense Program Strategy Guidance to develop the Program Objective Memorandum (POM); coordinating planning activities; and reviewing the CB defense program for compliance with guidance.
  • Evaluating alternatives, overseeing funding requirements, and assessing project feasibility at the program level and assessing project deficiencies and recommending remedies.
This is a supervisory position and the incumbent is expected to assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Provides technical oversight. Develops contribution / performance plans and rate employees accordingly. Interviews candidates for subordinate positions and recommends hiring, promotion, or reassignments. Fairly administers contribution / performance Management program responsibilities, ensuring that required communication and activities are accomplished in compliance with guidance and time frames, and that employees' achievements are appropriately recognized. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures; taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures.   • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • Overtime is NOT authorized for this position.
  • Telework: Yes. Situational and at the discretion of the supervisor of record.
  • May be required to successfully complete a supervisory probationary period.

You may qualify at the NH-4 (GS14/15) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-3 (GS13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
  1. Apply knowledge of chemical and biological defense program and associated organizations, programs, policy, missions, function, and/or priorities to direct the planning and execution of programs that range from science and technology to major system development and production of chemical and biological defense;
  2. Analyze the relationships between requirements, acquisition, and fielding of capabilities to identify risk and provide risk mitigation assessments/approaches;
  3. Formulate long-term objectives and priorities for strategic planning and acquisition of integrated product and process development in support of defense physical and intellectual capabilities; and
  4. Manage the design, development, and production processes for large, complex programs through assessment and evaluation methods and findings in consideration of audit reports, legislative materials, regulations and directives and federal budget process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
